Introduction

Who we are:

medica Liberia (mL) formerly medica mondiale Liberia is a non-governmental women’s rights organization working in Liberia. Our organization offers support to women and girls affected by sexual gender based violence (SGBV) and is involved with programming on women’s agency and leadership. Since 2006, medica Liberia has been implementing programs for women and girls in Liberia’s South-eastern parts and recently extended its coverage to Montserrado and Margibi Counties respectively, through funding from the German Government and other donors. The organization’s vision is a just and violence-free society in which women and girls live in dignity. As a feminist organization, mL advocates for the rights of Liberian women and girls and the end of S/GBV at all levels of society and politics.

mL is a partner organization for the regional project titled, ‘Concerted action for zero tolerance against S/GBV in the Mano River Region’ funded by Federal Ministry for Economic Cooperation and Development (BMZ) with support from medica mondiale. The project is implemented in Sierra Leone and Liberia by 6 non-governmental organizations.

In this regards, mL is looking to hire a qualified individual for the below position:

  • Position Description:

Position Title: Gender and Safeguarding Consultant

Duty Station: Monrovia, Liberia

Position Status/Duration: Short Term Consultancy

  • Background:

The overall objective of the project is to ensure that women and girls affected by S/GBV have their rights, needs, and perspectives incorporated into societal, institutional, and political efforts towards the prevention and response to SGBV at national and regional levels. This will lead to reduced tolerance for S/GBV and improved survivor-centered stress and trauma-sensitive support.

To achieve this objective, one of the key project outcomes is the empowerment of a value-based network of feminist civil society actors who will pursue common goals and strategies beyond the program period. This will be achieved by strengthening feminist action through organizational development, learning, networking, and advocacy at the national and regional levels. However, the project recognizes that local women’s rights organizations often have limited administrative and technical capacities for planning, implementation, monitoring, and evaluation.

In recognition of this challenge, the project has supported an organizational development process which identifies the need for mL to develop a gender and safe guarding policy. The objective of a Gender and Safeguarding Policy is to promote gender equality and ensure the protection, safety, and well-being of all individuals, with a particular focus on vulnerable and marginalized groups.

  • Scope

The scope of work of the consultant addresses the need for medica Liberia to have a Gender and Safeguarding policy to uphold their commitment to gender equality and the safety of all individuals they serve. The consultant’s main task is to develop this policy, with inputs from stakeholders and alignment to international gender and safeguarding standards. The consultant will also provide training and establish a monitoring system to support effective policy implementation. Overall, the consultant’s role aims to create a more inclusive, gender-sensitive, and safe environment within medica Liberia’s operation, ultimately leading to improved program outcomes and a stronger commitment to social responsibility and ethical conduct.

  • Key Responsibilities

The selected consultant or team of experts will be responsible for the following:

Policy Review: Conduct a review of existing organizational policies, procedures, and practices to identify gaps and areas where gender equality and safeguarding principles need to be integrated.

Stakeholder Engagement: Engage with relevant stakeholders, including staff, beneficiaries, partners, and experts in gender and safeguarding, to gather input and ensure a participatory approach to policy development.

Research and Best Practices: Conduct research on international and national best practices, legal frameworks, and guidelines related to gender equality and safeguarding in the context of non-governmental organizations (NGOs) and healthcare organizations.

Policy Development: Develop a comprehensive Gender and Safeguarding Policy for medica Liberia that includes clear objectives, definitions, principles, and procedures. The policy should be aligned with international standards and tailored to the organization’s specific context and include a feedback and grievance mechanism.

Capacity Building: Develop training materials and conduct training sessions for medica Liberia staff and partners to ensure effective implementation of the policy.

Monitoring and Evaluation: Design a framework for monitoring and evaluating the implementation of the Gender and Safeguarding Policy, including indicators, data collection methods, and reporting mechanisms.

  • Desired Skills and Competencies:
  • A strong background in gender studies and expertise in addressing sexual and gender-based violence issues.
  • Experience in organizational development is beneficial for assisting local women’s rights organizations.
  • A demonstrated ability to draft and implement safeguarding policies and procedures.
  • Proficiency in designing and delivering programs and capacity-building sessions, particularly proven experience in delivering training on gender and safeguarding.
  • Strong project management skills to oversee and coordinate gender and guidelines initiatives.
  • Excellent interpersonal and communication skills.
