POSITION SUMMARY

The General Manager is the principal executive officer of TMI, responsible for strategic leadership, operational oversight, and regulatory stewardship across all institutional functions. The GM reports to the Board of Directors, serves as the primary link between the Board and management, and ensures TMI achieves its financial inclusion mission while maintaining full compliance with CBL regulations and IFRS.

KEY RESPONSIBILITIES

Strategic Leadership

  • Develop, implement, and review TMI’s strategic plan, annual business plan, and operational roadmap aligned with Board direction and CBL licensing requirements.
  • Lead institutional growth from an initial loan portfolio of USD 758,650 in Year 1 to over USD 1.7 million by Year 3, and at least 2,500 active clients within three years.
  • Identify and evaluate opportunities for geographic expansion to Kakata, Buchanan, Gbarnga, and Ganta in Years 2 and 3.
  • Drive product innovation, delivery channel development, and payroll-linked repayment systems.

Operational Management

  • Oversee all daily operations including credit, finance, human resources, risk management, and compliance.
  • Ensure effective coordination among the CEO, Risk Manager, Internal Auditor, and Loan Officers.
  • Approve loan disbursements above defined thresholds in accordance with TMI’s credit policy.
  • Ensure loan management software and payroll integration platforms operate effectively and securely.

Regulatory Compliance & CBL Relations

  • Ensure full and timely compliance with CBL Regulation No. CBL/RSD/001/2021 and all prudential guidelines.
  • Maintain TMI’s operational license including minimum capital requirements, statutory reserves, and reporting obligations.
  • Represent TMI in all CBL regulatory interactions including license applications, supervision visits, and prudential reporting.

Financial Oversight

  • Work with the CEO to ensure sound financial management, accurate IFRS-compliant reporting, and adequate loan loss provisions (minimum 10% of loans receivable).
  • Review and approve annual budgets, quarterly financial reports, and audited financial statements before Board and CBL submission.
  • Monitor financial performance against projections and take corrective action where necessary.

Board Relations & Governance

  • Serve as primary executive liaison to the Board, providing comprehensive management reports at each quarterly Board meeting.
  • Implement all Board resolutions and ensure all director appointments comply with Sections 22 and 23 of the CBL Regulation.

Human Resource Development

  • Recruit, develop, motivate, and retain a high-performing management and operations team.
  • Establish a performance management system with clear KPIs for all staff and champion a culture of integrity, client focus, and compliance.

Stakeholder Engagement

  • Build productive relationships with government ministries, private sector employers, and development partners to support payroll-linked lending.
  • Lead TMI’s financial literacy and client education programs in target communities.

QUALIFICATIONS & EXPERIENCE

 

EducationRequired: Bachelor’s degree in Finance, Banking, Business Administration, or Economics (per CBL Regulation). Preferred: Master’s degree (MBA) in Finance or related field.
ExperienceMinimum 5 years in the financial services sector (banking, microfinance, or NBCO). At least 3 years in a senior management role with accountability for financial performance and regulatory compliance. Proven track record of building or scaling a financial institution, preferably in Liberia or West Africa.
Technical SkillsStrong knowledge of CBL NBCO regulations; proficiency in financial analysis and IFRS reporting; familiarity with loan management and payroll-linked repayment systems.
