Post Description
The objective of this project is to promote an online strategy to accelerate uptake and delivery of high quality services for the prevention and treatment of HIV among key populations. This initiative more specifically aims to use online strategies and implement online activities to improve case detection, strengthen links between services, increase retention in care, and improve adherence to antiretroviral therapy (ART) with the goal of sustained suppression of HIV viral load. In other words, the goal of this project is to strengthen the HIV testing and treatment cascade, or the HIV care continuum, for key populations in Liberia. The intervention areas are Montserrado (Careysburg, Central Monrovia, Bushrod Island, Commonwealth, and Somalia Drive health districts), Margibi (Kakata and Firestone health districts) and Grand Bassa (Buchanan health district) and 17 health facilities and any other areas of expansion EpiC Liberia leadership will consider necessary. Through its intervention, the program uses many digital approaches: i) virtual outreach, ii) awareness raising messages via SMS, WhatsApp groups and telephone calls, iii) online assessment of risk behaviors, iv) online service booking, and online client satisfaction surveys.
As a member of the project, the Technical Officer for Online activities participates in all aspects of the program with specific responsibilities.
Responsibilities
• Serve as in-country focal point for going online activities • Lead day-to-day management of program’s online activities • Coordinate online activities among partners including leading coordination and engagement with clinical partners that receive clients referred from online platforms • Liaise between country program, local partners, and headquarters technical experts to address issues and report on progress of online implementation and subsequently share technical updates and innovations with EpiC Liberia Leadership for adoption and implementation • Coordinate with ART clinicians in respective facilities to ensure that data documentation for recipients of care arriving at facilities is well tracked and segregated between new recipients of care and those on follow up services. • Introduce/work with clinical staff to follow up on the completion of the HIV services cascade for the recipients of care. |
JOB DESCRIPTION
• Coordinate and track index testing, harmonizing those accessing through going online and those receiving as standard of care among the going online clients. • Monitor utilization of going online per facility/catchment areas and discuss trends and recommend strategies for facility/catchment re-assignment and rationalization. • Conduct monthly data verification at GO PEPFAR facilities along with ART and LRC focal persons in liaison with Outreach workers. • Conduct orientation to ART and LRC focal persons on going online standard protocol in receiving and catering to online clients and as well as Quickres. • Monitor online clients treatment adherence in Quickres and inform ART Focal Persons about clients who are not treatment adherent. • Provide supportive supervision and monitoring of online activities for each Outreach Workers (OW) on a daily basis to ensure that OW meets both weekly and monthly targets. • Conduct training for OWs in Quickres various versions that comes up to them updated. • Monitor the Quickres daily to identify any issues that OWs are fixing and resolve them immediately or report it to the developer. • Update OWs on the status of their targets (both) and viral load testing for clients who are eligible. • Ensure that PLHIV clients of each OWs do ART refill and viral load testing • Provide supportive supervision and training to local partners implementing social media campaigns and to the teams of online peer educators reaching clients online. • Support the collection of online client feedback on services (online and referral) • Support facility quality improving efforts based on client feedback. • Use social / digital media monitoring and evaluation data to suggest recommendations to strengthen program and campaign results. • Explore and recommend other innovations to expand going online clientele, using various strategies such as social media mapping among key populations to inform media campaigns and programing. • In collaboration with SI team, identify metrics for program monitoring. • Contribute to quarterly progress report development by compiling data related to online activities, developing/updating graphs visualizing online activities, and summarizing the status of the online activities’ implementation and plan for the following quarter. • Take responsibility for keeping abreast of the latest changes and trends in social tools, applications, channels, design, and strategy. • Participate in the development and implementation of trainings for clients, colleagues and partners on topics related to social and digital media. • The Going Online Technical Officer will coordinate with KP CSOs security team to monitor any social media threats and issues of safety and security to documents and share for decision making. • Any other related tasks assigned by supervisor. |
Reporting
The Going Online Technical Officer will serve under the supervision and report to the Technical Advisor, with the Technical Director, providing regular back stopping to ensure successful attainment of the deliverables per SOW. The Going Online TO will during this period, also work under the coordination of the Snr. Strategic Information Advisor.

Minimum qualifications
• Bachelor’s degree in management, public health, public relations digital media, or a related field; master’s degree preferred • Experience using online platforms and digital media for social / behavioral change • Experience and comfort with SurveyMonkey and the adaptation of online platforms. • Strong interpersonal, analytical, writing, editing and oral presentation skills. • Ability to critically assess data and communicate findings and recommendations to leadership team • Experience working on campaigns that address social causes and grassroots efforts in areas such as health, key populations including sex workers and LGBTQ communities, HIV prevention, sexual health, preferred minority communities desired. • Past experience working on key population communication projects a major asset. • Fluency in English both written and spoken; • Ability to work in a team, prioritize and competently manage a variety of activities with multiple deadlines • Demonstrated ability to work collegially and collaboratively with co-workers and partners. • Motivation and willingness to take initiatives and full responsibility for selective activities. • Ability to solve problems quickly and creatively. • Ability to work independently with minimal supervision • Great sense of organization and attention to detail. • Sensitivity towards, and comfort working with, marginalized populations and the partners that work with them. • Experience working in a multidimensional team comprising technical experts, monitoring and evaluation staff, a team of local NGOs, donors, and the Ministry of Health. • Excellent written and verbal communication skills. • Comfortable with Survey Monkey, Facebook apps, and Microsoft Office (expertise in Excel, PowerPoint, and Word) |
