Mercy Corps Liberia works closely with the Government of Liberia (especially the Ministries of Youth and Sports, Health, Labor and Education), the private sector, civil society, international and local NGOs to implement its programs from three offices/sub -offices (Monrovia, Buchanan, and Rivercess). Mercy Corps is one of the foremost development actors in Liberia implementing strategic and systems driven programming in youth employment and entrepreneurship, market systems development and good governance

The Program / Department

The Mercy Corps Finance Department is responsible for all financial functions in Liberia, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance. The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.

The Position Summary

Working in the Finance Department under the direction of the Finance Manager, the Grants and Financial Management Training Officer is responsible for monitoring subgrants and subgrantees to ensure compliance with the terms and conditions of the subgrant agreement. This position is also responsible for tracking subgrants and subgrantee requirements and for maintaining, all subgrant financial files and provide the training support to the entire project Sub grantees.

Essential Job Responsibilities

  1. Conduct subgrantee pre-award assessments and recommend modifications to the subgrant agreement and/or monitoring plan to lessen financial and compliance risks.
  2. Assist in the preparation and review of subgrant agreements.
  3. Provide on-going training, support to subgrantees in Mercy Corps subgrant financial procedures, and assist in conducting formal subgrantee training workshops.
  4. Review subgrantee financial reports for correctness and completeness and ensure that reports are submitted on time.
  5. Assist in subgrantee site audits and prepare site visit reports.
  6. Follow up on all subgrant compliance issues, audits, and document resolutions. 7. Maintain subgrant tracking as well as financial files in accordance with the Subaward Financial Management Manual.
  7. Process subgrantee payments and reconcile subgrant financial tracking to general ledger reports. 9. Assist in subgrant close-outs ensuring that all requirements of the subgrant agreement have been met and that subgrant funds have been properly settled.

Works Directly With: Finance Department (with authority for technical financial matters); Operations Department, Program Manager SEAL, SEAL Project staff, implementing partners

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualifications and Transferable Skills

  • Three or more years of finance experience, including budgeting and grant management or auditing A university degree in finance, accounting or a related business field is required. Two years’ experience in the Finance Department of an non-governmental organization Good understanding of major international donor rules and non-profit accounting Prior experience with computerized general ledger software
  • Advanced computer skills in MS Office programs, particularly Excel and Access. Strong analytical skills coupled with a solid understanding of financial and procurement systems; Prior auditing experience is considered a plus
  • Excellent oral and written English skills
