FHI 360 is seeking applications for the position of Grants Officer for the Meeting Targets and Maintaining Epidemic Control (EpiC) project in Liberia. EpiC is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). In Liberia, the project provides technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key and vulnerable populations in three counties of Liberia.

Job Summary

The Grants Officer will provide support to the project for all subgrant activities. S/he will track all subgrants payments and expenses and follow up all monthly requests for subgrant activities to ensure timely monthly project implementation. The EpiC Grants Officer will report to and coordinate with the Finance and Grants Manager to ensure that subgrants policies and procedures are followed as per FHI 360, PEPFAR and USAID guidelines.

Key Responsibilities

  • Work with the Grants/Finance Manager to develop subgrant budgets and budget narratives.
  • Oversee all in-kind subgrant activities of the program in collaboration with the Finance and Grants Manager/Finance and Operations lead.
  • In collaboration with the Grants/Finance Manager, prepare contracts for in kind subgrants consultants and submit for review.
  • Ensure routine update of SAT for both in-kind and standard grants
  • Routinely update subgrants advances and expense trackers on share point. Make follow up with subgrantees to ensure timely submission of subgrant Financial Reports and assist in the review of the reports.
  • Ensure all relevant subgrant documents are filed electronically and in hardcopy Assist the Finance and Grants Manager to conduct pre-award assessments with implementing partners.
  • Conduct routine monitoring of subgrants expense tracker to ensure subgrants spending are in line with approved budget.
  • In collaboration with Finance and Grants Manager, conduct routine site visits as needed.

JOB DESCRIPTION

  • Provide support as needed to FHI 360 EpiC Liberia staff for all subgrant activities.
  • Perform other duties as assigned.

Qualifications:

  • Sensitivity to cultural differences and understanding public health issues among key populations in Liberia.
  • Experience working with civil society organizations on grants and finance related activities.
  • Experience in proactively identifying risk, addressing issues, and appropriately communicating these to the project staff as needed.
  • Experience in establishing strong working relationships with colleagues from different organizations and cultures.
  • Ability to meet deadlines with strong attention to consistency, detail, and quality. Ability to travel within country or region and internationally if needed.

Requirements:

  • Bachelor’s Degree in Finance, Accounting, Business Studies, or related field.
  • Knowledge of USAID grants procedures and guidelines.
  • Excellent computer skills in Microsoft Office applications.
  • At least 3 – 5 years of experience managing grants and/or other

contractual arrangements.

  • Must have excellent communication skills, including fluency in written and spoken English.

The position will be based in FHI 360’s office in Monrovia. Liberian nationals and candidates currently based in Liberia are encouraged to apply.
