Project Background

The USAID Liberia Local Empowerment and Accountability for Decentralization (LEAD) Activity was awarded to DAI Global LLC for a period of five years, from May 19, 2023, to May 18, 2028. The goal of this activity is to improve the capacities of targeted ministries, agencies, and commissions (MACs) and local governments to formulate and administer sound tax policies, improve budget transparency, deepen decentralization, and deliver quality services at the national, and sub-national level through the following objectives:

Objective1: Domestic Resource Mobilization (DRM) Improved; the Activity will prepare the GOL to analyze potential tax policy reports, implement the transition from GST to VAT and other tax administration improvement and enable greater fiscal decentralization.

Objective 2: Budget transparency improved; the Activity will increase the GOL’s systems for budget and financial reporting and sharing to work towards greater measures for fiscal transparency.

Objective 3: Local development and service delivery improved; the Activity will help GOL continue building local systems and local government’s core competencies to improve the functionality of Country Service Centers and counties.

Position Description:

Under the direct supervision of the Grants Manager, the Grants Officer will support the implementation of the LEAD Project’s grants portfolio incompliance with USAID regulations and DAI policies.

Responsibilities of the Grants Officer

  • Received, organize, and document each grantee application in separate form in TAMIS
  • Manage scope of work and budget negotiations with grantees in close consultation with the technical team.
  • Organize and attend consultation/co-creation sessions with potential grantees and relevant technical team
  • Organize grant evaluation meeting for due diligence review and document every step leading to grantees selection.
  • Organize and document selection committee ratings and recommendation in TAMIS
  • Provide guidance on compliance with USAID regulations, DAI policies procedures and LEAD’s grants manual to the grantees and grants intern.
  • Support Grants Manager in Providing coaching and mentorship to grantees in grants management to support effective activity implementation.
  • Support Grants Manager in preparing grants approval request for USAID/COR submittal
  • Monitor grant implementation to ensure compliance with scope of work and terms of the grant agreement.
  • Track grantees deliverable/milestone in collaboration with the relevant technical team to ensure that they are met before payment is made.
  • Review all grantees invoicing and Milestone compliance in close coordination with the relevant technical team
  • Process grantee payment request
  • Process each grantee profile in TAMIS
  • Document and maintain each grant document file in a box folder for easy access.
  • Provide training, oversight, and guidance to grant intern (TBD).
  • Any other Task in relation to Grants management that may be deem necessary.

Minimum Qualification:

  • Bachelor’s degree in finance, business administration, logistics, public administration, economics or other relevant field is required.
  • A minimum of four to five (4-5) years of relevant working experience in grants management, finance, and international development
  • Background in grants award and grants management and or subcontracts
  • Working knowledge of USAID contract management and grants management policies and procedures highly preferred
  • Strong organizational skills
  • Result oriented and a team player
  • Excellent oral and writing communication skills in English
  • Previous working experience with international NGO preferred
