TheHMEI Managerwill play a strong leadership role, working closely with (M&E) Director and the MEQ Director in Boston to strengthen MEQ activities across PIH intervention sites in Liberia. Based in Maryland County, with frequent travel to other field sites, the Manager will support the collection, analysis and reporting of data from primary health facilities, and the community. He/she will also provide programmatic decision-making and quality improvement support. This includes supervision and guidance to the MEQ team throughout the process of data validation, analysis, visualization, and communication of results to lay audiences.

Additionally, the HMEI Manager will be responsible for developing capacity of the rest of team and local partners through trainings, mentorship, and coaching on best practices for collecting high quality data, conducting quantitative analyses, and communicating results in formats that are useful to decision-makers. The Manager will also work to strengthen feedback loops at both the country-level and Boston office, as well as communication of best practices and lessons learned.

Specific Responsibilities:

  • Work with PIH M&E Director to strengthen overall monitoring and evaluation activities across the response sites, including the design of a strong M&E framework, supporting data utilization for both internal and external use.
  • Coordinate the design, implementation, budgeting, analysis and technical decision-making on a variety of initiatives and tools.
  • Provide support for development of M&E plans, primary health facilities and community intervention.
  • Work with the Medical Informatics teams to develop, enhance, and implement electronic data collection systems.
  • Lead the development and implementation of core indicators, and work with other teams to integrate data for project evaluation and operational research, as well as planning and expansion of programmatic activities.
  • Lead in-county management work including the recruitment and direct supervision of local M&E staff.
  • Coordinate with Boston MEQ and Development teams in accessing and appropriately utilizing sensitive data to support funding efforts and reporting.
  • Provide analytic support including analyses of monitoring and other routinely collected data, and lead the preparation of reports, data analyses and visualization projects.
  • Participate in the interpretation and utilization of data to improve systems and programs.
  • Work to ensure the availability of quality strategic information that is used to make PIH response programs more effective and demonstrate their impact broadly through formal dissemination (abstracts, publications, etc.)
  • Develop and maintain positive relationships with key counterparts in partner organizations, including government of Liberia, and other non-profit organizations as well as community leaders Represent PIH at relevant meetings at the local, district, and national level

Qualifications:

  • Liberian national (preferred)
  • Minimum MPH or Master’s Degree in relevant area.
  • Five or more years of experience with program monitoring and evaluation related to public health, including maternal health, HIV/AIDS and/or TB
  • Proficient in developing dashboards in Excel & Power BI
  • Demonstrated experience in managing teams and building data utilization capacity
  • Data analysis skills including use of standard statistical analytic packages (e.g., STATA; SAS; R).
  • Experience in training on technical M&E content highly desired.
  • Proficiency in English and strong communication and writing skills.
  • Demonstrated ability to work in diverse teams, cross-culturally in a high intensity fast paced environment.
  • Highly detail oriented with experience designing M&E tracking tools and instruments
  • Ability to prioritize multiple tasks, work under pressure, and meet deadlines
  • Two or more years’ field experience in resource-constrained setting, ideally sub-Saharan Africa
  • Flexibility to live in a remote area in the Southeastern region of Liberia, with frequent travel to sites of operations in this region and to Monrovia.
  • Ability to work in Liberia full-time.
  • Proficiency in other foreign language a plus.
