Job Title: Health & Nutrition Technical Advisor (HNTA) (x1)
Location: Based in Buchanan, Grand Bassa County (Additional travels outside of Grand Bassa may be required).
Reporting To: Programme Manager-Integrated Programme – LIFE
Responsible For: The programme focuses on strengthening smallholder agricultural production, enhancing access to finance and markets, promoting gender equality and social inclusion, and building community capacity for innovation and entrepreneurship. By linking farmers, private sector actors, and local institutions, LIFE seeks to create sustainable, market-driven food systems that enable poor households—especially women and youth—to increase their incomes and nutritional well-being.
Contract duration: Fixed term
Job Purpose: The Health and Nutrition Technical Adviser (HNTA) will provide technical leadership for the Health and Nutrition component of the LIFE
Programme. S/he will lead and oversee integrated, multisectoral, evidence-based health and nutrition programming to prevent and treat
malnutrition, strengthen health systems, and support nutrition-sensitive food-system approaches, aligned with national priorities and organizational global policies.
Core Responsibilities:
Technical leadership:
• Lead the development, review, and implementation of the LIFE Programme Health and Nutrition Country Strategy, ensuring alignment with national priorities
and Concern’s global policies and strategies in close collaboration with Concern’s global team.
• Ensure all health and nutrition interventions within the LIFE Programme are fully harmonized with the Ministry of Health (MoH) national guidelines and the
national policy framework.
• Provide expert technical guidance and operational support to LIFE Programme team members, partners, and government stakeholders on Health & Nutrition
best practices, including IMAM, MIYCN, preventive nutrition, and food-systems-sensitive programming.
• Ensure strong integration of the LIFE Programme’s health and nutrition interventions into Primary Health Care platforms, including maternal and child health,
immunization, WASH, family planning, adolescent health, and social protection services.
• Guide multisectoral integration across the LIFE Programme—spanning health, nutrition, agriculture/food systems, market systems, social protection, and
financial inclusion—to address both the direct and underlying causes of malnutrition.
Program Design, implementation and oversight:
• Oversee the planning and implementation of LIFE Programme Health and Nutrition activities, in consultation and collaboration with programme team
members and HQ technical advisers.
• Foster effective community outreach mechanisms—such as community health volunteers (CHVs), mother/father groups, and other community networks—to
strengthen preventive nutrition, early detection, referral pathways, and social and behaviour change.
• Promote programme quality across all LIFE Programme Health and Nutrition interventions by ensuring adherence to international and national protocols and
standards, Ministry of Health strategies and policies, and Concern’s best practices.
Capacity Building and Mentorship:
• In collaboration with the Nutrition division of the Ministry of Health, build the technical capacity of LIFE partner staff and community volunteers on
integrated health and nutrition approaches, including IMAM, MIYCN, nutrition-sensitive food systems, SBC, preventive health, WASH–nutrition
linkages, and quality service delivery.
• Provide mentorship, supportive supervision, and coaching to partner staff to ensure high-quality implementation across all health and nutrition
interventions.
Monitoring, Evaluation, and Learning:
• Work with MEAL staff to ensure accurate collection of health and nutrition data (e.g., IMAM performance, growth monitoring, SBC reach), and provide clear,
actionable technical recommendations to improve implementation at community levels.
• Ensure team members and implementing partners use the correct health and nutrition reporting tools, provide direct technical guidance to improve accuracy
and completeness, and draft or validate the programme’s technical inputs for donor reports, internal updates, and learning products.
• In collaboration with the MEAL team, lead the design and implementation of programme-specific learning activities—such as barrier analyses, after-action
reviews, and pilot testing of new approaches—and document and use findings to improve the programme’s health and nutrition interventions.
Partnership and Advocacy:
• Represent Concern in national and sub-national coordination including government ministries, nutrition/health TWG, donors, NGOs, research institutions,
and private sector stakeholders.
• Advocate for integration of nutrition into health systems, food system policies, nutrition financing, essential nutrition supplies, WASH-nutrition linkages, and multisectoral interventions.
• Contribute to resource mobilization, support proposals, funding applications, donor reporting, and strategic planning for sustainable financing for health & nutrition interventions.
• Work proactively with HQ’s nutrition and health advisors to collect and disseminate lessons learnt and contribute to Concern’s global nutrition & health strategy.
Accountability and Coordination:
• In line with Concern’s commitments under the Core Humanitarian Standard (CHS), actively promote meaningful community participation and consultation at
all stages of the project cycle (planning, implementation, M&E)
• Work with relevant colleagues to ensure that the Feedback Complaints and Response Mechanism (FCRM) is functional and accessible, that feedback and
complaints are welcomed and addressed.
• Work with relevant colleagues to ensure that information about FCRM, safeguarding and expected staff behaviour is disseminated among programme
participants and communities.
Other Duties:
• Participate in country-level strategic planning initiatives and other duties as assigned by management
• Adhere fully to the commitments and rules of Concern’s Code of Conduct and associated policies including the respect of confidentiality.
• Report to the appropriate manager all violations of the Code of Conduct and associated policies
• Undertake other related duties as may reasonably be assigned by the Programme Director or the LIFE Programme Manager.
• To promote a positive organisational culture and staff wellbeing through best HR practices.
• Responsible for upholding and promoting Concern’s values, demonstrating leadership on workplace equality, diversity and inclusion, and role modelling a positive safeguarding ethos.
• Actively participate in any emergency response as and when required.
• Contribute to the development and implementation of the Green Concern Liberia strategy
Role Holder Requirements:
• Minimum 5 years’ experience in designing, planning, and implementing health and nutrition programs, with at least one year in a technical advisory role in an INGO.
• Degree in Nutrition, Public Health, Global Health, or related field.
• Demonstrated experience in working with national health systems and/or government counterparts.
• Technical knowledge of nutrition and health interventions (acute malnutrition treatment, maternal & child nutrition, preventive nutrition, food systems, WASH, etc.) and familiarity with global standards and guidelines.
• Experience building the capacity of teams and local partners in health and nutrition.
• Commitment to principles of Equal opportunities (gender, race & disability, etc.) and an understanding of mainstreaming gender and equity within programming.
• Strong presentation, communications and interpersonal skills.
• Commitment to safeguarding, accountability, and locally led approaches.
• Willingness to travel frequently to rural programme sites.
• Fluency in written and spoken English.
Desirable:
• Experience with donor-funded programmes (Irish Aid, USAID, EU).
• Experience with adaptive management and digital innovation.
• Familiarity with Liberia’s nutrition sector.
