GIZ was active in Liberia from 1974 until the outbreak of civil war in 1989. In 2010, GIZ reopened a regional office for Sierra Leone and Liberia in Monrovia and is supporting sustainable economic development through various projects.
GIZ Office Monrovia is the central element of GIZ’s field structure in Liberia. It ensures consistent overall representation of the company and its successful positioning as a service provider. The GIZ Office in Monrovia provides human resources and commercial support services for programs and projects in Liberia.

Position: Technical Advisor – Health, Safety and Security Risk Management
Location: Monrovia
Contract Period: One year (required immediately).
- Main Tasks & Responsibilities
- Work in close cooperation and under the direct guidance of the GIZ Country Director and Security Risk Management Advisor (SRMA).
- Proactively and responsibly drive, support and manage the GIZ Liberia Risk Management Systems and Structures in an executive role based on GIZ rules and regulations.
- Drive and support the implementation of GIZ Minimum Security Standards for Liberia
- Support and manage GIZ crisis planning
- Administrative data and document management
- Creation of country wide situational awareness and information products
- Support trainings to all projects to enhance safety and security
- Act as GIZ Country Office Security Focal Point
- Assist with crisis preparedness & ad hoc crisis management
- Monitor COVID and health situation, develop and maintain liaison with healthcare providers
- Maintenance and expansion of relevant networks
- Maintenance and operation of the GIZ Liberia communications system
- Desired qualifications, competences and experience
Formal Qualification
- University degree in Social Sciences, Risk Management, International Development, Political Science, Analysis or experience in lieu of qualification.
Professional Experience
- At least 3 years of documented experience in Liberia working with an international, UN or humanitarian setting in an administrative/logistic position.
Other Competencies and Abilities
- Excellent writing and communication skills in English and the ability to create, convey and implement new concepts, ideas, systems and processes in an already established multicultural environment, also under difficult circumstances to a wide and diverse audience
- Very good digital office skills (Microsoft Word, Excel, PowerPoint)
- Additional trainings and experience in management, health, safety and security, facility management, health etc. are desirable
- Able to work autonomously with little guidance and ability to make sound, rational decisions in critical situations
- Practical/applied crisis management experience and sound analytical skills
- Proactive and creative Team Player
- Familiarity with Western and West African culture and awareness for their differences
- Expert knowledge of health, safety and security situation and natural hazards in Liberia
- Excellent understanding of Liberia’s culture, social and political environment
- Access to health, safety and security relevant national networks
- Willingness to travel to remote destinations in Liberia, possibly at short notice
- Willingness to travel to Sierra Leone to provide support to the GIZ mechanisms in Sierra Leone as required.
- Able to work under pressure and at odd hours
- Reliable and discreet.
