Launched in 2008, BRAC Liberia Microfinance Company Limited (BLMCL) has grown to become the largest microfinance institution in the country. As of December 2024, BRAC Liberia operates in 51 branches operating in 12 of 15 counties with a total workforce of 750 employees. BLMCL is seeking application from competent, dynamic and self-motivated individuals to fill the following position.

HR Manager and Lead, BLMCL

The Manager/Lead, HR & Training position is responsible for aligning business objectives with employees and management of BRAC Liberia Microfinance Company Ltd. by executing HR, talent management, learning and development and performance management strategies. This position is part of the Management Team, playing a key role in driving the people and culture agenda within the broader business strategy. The HR Manager will contribute to strategic decision-making by ensuring HR priorities are fully integrated into the organization’s operational and growth plans. S/he also provides tactical and operational support across all aspects of HR operations to help achieve the institution’s goals and objectives in the country.

Key Responsibilities:

HR Strategy & Talent Management:

  • Will report directly to the CEO to determine business needs and collaborate with HR specialist teams at BRAC International HR Department (BIHRD) and the Head of HR, BIHBV to address these needs.
  • Oversee end-to-end recruitment for both country office and field staff, including job scoping, advertisement, screening, interviewing, selection, offer negotiation, onboarding, and integration—ensuring a smooth, policy-aligned hiring process across all levels.
  • Manage senior-level hires by working closely with BIHRD and Regional Office BIHBV, and, when needed, external hiring agencies to ensure the recruitment of qualified candidates for key roles.
  • Help implement talent management strategies, including leadership development and succession planning for field staff.
  • Identify, develop, and retain high-potential employees, particularly women, in BRAC Liberia Microfinance.

Performance Management & Organizational Development:

  • Implement performance management systems in collaboration with BIHRD specialists and the country HR team for all staff.
  • Support the implementation of succession plans for critical roles at both the country and field levels, in collaboration with the Head Office.
  • Provide strategic support in workforce planning, restructuring, and succession planning initiatives.
  • Work with senior management to proactively assess workforce risks and succession gaps, especially in technical, leadership, and field operations roles.
  • Coordinate internal talent mobility efforts to ensure readiness for promotions or transitions, particularly for roles identified as business critical.
  • Build and maintain strategic partnerships with senior management and employees to facilitate the smooth adoption of HR strategies.
  • Provide HR guidance on legal and compliance matters to ensure regulatory adherence in day-to-day employee management.

 

Training & Capacity Building

  • Conduct training needs assessments and coordinate with BIHRD and country HR teams to implement necessary training programs.
  • Monitor and evaluate training programs to ensure their effectiveness and alignment with organizational goals.
  • Enhance capacity building efforts for middle and front-line management.

 

HR Operations & Compliance:

 

  • Ensure seamless HR operations across all functions in BRAC Liberia Microfinance.
  • Maintain employee records, HRIS, and ensure compliance with employment laws and organizational policies.
  • Assist international employees with expatriate assignments and other related HR matter

 

Safeguarding Responsibilities:

 

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

 

Educational & Experience Requirements:

  • Master’s degree in human resource management or a related field.
  • Professional HR certification (e.g., SHRM, CIPD) is preferred.
  • Minimum 5 years of experience in HR & Training, with at least 3 years in an HR management role.
  • Proven experience in HR strategy execution, workforce planning, and organizational

development.

  • Experience in financial institutions or similar sectors preferred.

 

Required Competencies and Skills:

    • Strong knowledge of HR principles, employment law, and compliance.
    • Experience managing multicultural teams and working with senior management.
    • Ability to handle multiple tasks, priorities, and projects effectively.
    • Strong interpersonal and negotiation skills.
    • Proficiency in HRIS tools and MS Office applications.
    • Commitment to employee motivation, equity, and achieving organizational goals.
  • Ability to build relationships and influence stakeholders at all levels.
