About Conex Petroleum Refining Company
Conex Petroleum Refining Company (“Refinery Co”) is a duly registered company based in Monrovia, Liberia.

Job Summary
Responsible for health, safety, security, environmental and quality compliance at the refinery facility and coordinate with CONEX Petroleum Storage Terminal. This includes assessment, development and implementation of HSSEQ policies and procedures, continued oversight and administration of existing HSSEQ programs and ensure compliance with Law.

 

General Responsibilities
The HSSEQ Supervisor shall:

  • Implement new preventive measures as required by law.
  • Take part and supervises the drafting of reference HSSEQ documents (directives, rules, specifications, procedures, etc.) for the refinery.
  • Be responsible for monitoring and assessing hazardous and unsafe situations, stop any observed imminent danger event/activity immediately without consultation; and inform the Refinery Manager. Update Safety Committee accurately and regularly.
  • Carry out Inspection/Round of the Refinery every day at least two times.
  • Maintain awareness of active and developing situations.
  • Ensure there are safety messages/signs displayed in the Refinery
  • Be a member of joint safety meetings once in a month to identify any health and safety concerns inherent in the operations of the Refinery and CONEX terminal.
  • Review the Incident Action Plan for safety implications.
  • Conduct investigations of all accidents and near-misses. Suggest solutions to incident reports.
  • Ensure relevant work permits are issued before carrying out hot or cold work in the Refinery and ensure that the work is carried out with all precautions in a safe manner.
  • Ensure that fire equipment is working properly
  • Report the conditions of the firefighting equipment and the levels of the fire water tank weekly.
  • Create and carry out a firefighting training program for refinery employees.
  • Present safety induction to all new visitors to the Refinery
  • Ensure that everyone follow the safety guidelines of the facility, eg, by wearing the right PPEs.
  • Ensure relevant work permits are issued before carrying out hot or cold work in the Refinery and ensure that the work is carried out with all precautions in a safe manner.
  • Submit a monthly report on HSSEQ issues.
  • Review subcontractor safety submittals to ensure compliance with regulation and subcontractors’ scope of work.
  • Establish, conduct, or facilitate additional safety training to promote refinery safety awareness with staff and employees.
  • Prepare and distribute written reports of violations or unsafe practices to the refinery staff and follow up to ensure that conditions have been addressed and corrected. Before starting works, verify that Operations have adequately conditioned the systems to prevent any near miss, incidents, or accidents.
  • After the work, assure that safety, order, and cleaning conditions of the area are acceptable to deliver the equipment to Operations to re-start normal operations.
  • Identify report, and if possible, correct unsafe conditions.

Education and Skills
  • A minimum of a bachelor’s degree in Engineering, Business, or any of the Social Sciences.
  • Must have a minimum of 7 years’ HSSEQ experience in the manufacturing sector.
  • Knowledge and experience in fire prevention and combat.
  • Knowledge and experience in first aid. Must be self-motivated, innovative, imaginative, pro-active and possess good communication, analytical, negotiation, leadership, and very good interpersonal relationship skills.
  • Must have a high level of integrity and discipline.
