To support us with this important responsibility we are now looking for a committed:

Human Resources and Organisational Development Manager Location: Monrovia (with frequent field visits)

Mission:

The HROD Manager coordinates, communicates and implements HR plans and policies. The manager ensures that HR operations are carried out to support the development of the National Association, and manages and administers recruitment, orientation, compensation and benefits, performance management, staff development and other HR activities. The manager is responsible for building a strong, aligned human resources base within the National Association that can drive the achievement of organizational goals. The manager promotes the application of the organization’s values, legal and ethical standards and good management practices, and supports the development of a stable, committed and high-performing workforce.

Tasks and Responsibilities:

Supports HR strategy:

Leads the development of national HR strategies, plans and budgets that support the National Association’s strategic objectives.

Ensures full implementation of defined HR standards and best practices

Advises on structural changes to the organization that support the evolution of the National Association’s strategic priorities

Supervises national HR and training staff

Coordinates recruitment and orientation activities:

Supports the recruitment of qualified and committed personnel. This includes preparing job profiles and recruitment advertisement, reviewing applications and participating in the selection process. Prepares, monitors orientation & integration of new employees and personally presents basic orientation modules.

Coordinates staff training and development activities:

Assesses staff training & development needs and develops national training and development plans accordingly.

Coordinates the initial and ongoing training of SOS Mothers, Youth Educators and other key staff in collaboration with the training staff.

Identifies opportunities for the growth and development of high-potential/talented employees. In collaboration with the National Director, promotes management and leadership development initiatives for key personnel.

Coordinates performance management:

Implements and coordinates performance management/appraisal system at national level, ensuring that staff receive regular reviews and hold formal appraisals

Develops internal competencies in this area by facilitating ongoing training and providing support to line managers

Administers compensation & HR policies:

Administers HR policies within the National Association, this includes internal regulations, salaries and benefits, employment contracts, vacations etc.

Conducts regular market research (salaries, policies) and proposes necessary adjustments or new policies to ensure that the National Association remains competitive.

Ensures that personnel data is complete, regularly updated and managed in the strictest confidenciality.

Updates and prepares reports on key HR data (e.g. staff turnover).

Builds a conducive working environment:

Advises on employment law matters.

Promotes a favorable working environment.

Advises on disciplinary matters and ensures that applicable procedures are followed at all times. Provides support, advice and clarification to staff at all levels. Helps overcome communication problems and resolve employee conflicts and major grievances.

Concerning child safeguarding and PHSEA (prevention against harassment, sexual exploitation and abuse):

Participates in training sessions on child protection and PHEAS (prevention of harassment, exploitation and sexual abuse), including online training developed by SOS Children’s Villages, and implements the training outcomes;

Ensures that HROD activities are conducted in accordance with SOS Children’s Villages child protection and PHEAS (prevention of harassment, exploitation and sexual abuse) standards.

Requirements:

Master degree in human resources management, management, economics, law or political and administrative sciences;

Five (05) years’ experience, including at least three (03) years in human resources or administrative management.

Perfect command of the labor code and social legislation in force in Liberia;

Strong analytical, organizational and problem-solving/conflict resolution skills; Proficiency in at least one payroll software package (notably Sage Paie & RH); Good writing skills;

Perfect command of English (written/oral) and good knowledge of French;

Integrity, tolerance, objectivity, self-confidence and respect for peers and supervisors; Facilitation and training skills;

Communication skills;

Ability to work effectively with a multi-site organization.

Good computer skills (Office package).

Open-minded, sociable, honest and able to work as part of a team.
