Project: FHI 360 EpiC Maternal, Newborn and Child Health (MNCH) Continuity of Care Project

Location: Monrovia, Liberia

Reports To: Project Coordinator – Community Health Systems & MNCH Continuity Project

ABOUT THE PROJECT

Restore Hope Liberia is implementing the FHI 360 EpiC Maternal, Newborn and Child Health (MNCH) Continuity of Care Project as a Civil Society Organization (CSO) subawardee under the USAID/PEPFAR-supported EpiC platform.

The project seeks to strengthen continuity of care across the maternal, newborn and child health continuum through improved pregnancy identification, referral completion, antenatal care continuity, facility delivery support, postpartum follow-up, newborn follow-up, PMTCT/EID continuity, immunization follow-up, maternal wellbeing support, and strengthened community-facility linkages.

POSITION SUMMARY

The Human Resources & Compliance Support Officer will support transparent recruitment, onboarding, personnel administration, records management, compliance monitoring, and project workforce management.

The position will help ensure that project staffing processes, personnel documentation, timesheets, contracts, and workforce records comply with organizational policies, donor requirements, and applicable labor regulations.

The officer will play a key role in supporting organizational accountability, workforce management, and project compliance.

KEY RESPONSIBILITIES

  1. Recruitment and Staffing Support
  • Support recruitment planning and implementation.
    • Coordinate vacancy announcements and application management.
    • Support candidate screening and interview logistics.
    • Maintain recruitment records and documentation.
    • Assist with reference checks and selection documentation.
    • Ensure recruitment processes are transparent and properly documented.
  1. Onboarding and Personnel Administration
  • Support onboarding of newly recruited staff.
    • Prepare personnel files and onboarding packages.
    • Coordinate orientation activities.
    • Maintain updated personnel records.
    • Ensure all required employment documentation is completed and filed.
  1. Human Resources Records Management
  • Establish and maintain personnel filing systems.
    • Ensure personnel records are complete and current.
    • Maintain leave, attendance, and personnel tracking records.
    • Support staff contract administration and documentation.
  1. Compliance Monitoring
  • Monitor compliance with organizational policies and procedures.
    • Support compliance reviews and documentation verification.
    • Maintain compliance checklists and tracking systems.
    • Assist in preparing documentation required for audits or donor reviews.
  1. Workforce Performance Support
  • Support performance review processes.
    • Track supervision and performance management documentation.
    • Assist managers in maintaining required personnel records.
    • Support staff development and capacity-building activities.
  1. Timesheets and Workforce Documentation
  • Coordinate collection and review of staff timesheets.
    • Maintain timesheet records and filing systems.
    • Verify completeness of workforce documentation.
    • Support payroll documentation processes as required.
  1. Organizational Systems Strengthening
  • Support development and improvement of HR systems.
    • Assist with updating HR forms, templates, and procedures.
    • Contribute to strengthening organizational compliance systems.
    • Support institutional capacity-building efforts.

QUALIFICATIONS AND EXPERIENCE

Required Qualifications

  • Bachelor’s degree in Human Resources Management, Business Administration, Public Administration, Management, Social Sciences, or a related field.
    • Minimum three (3) years of experience in human resources, administration, compliance, or organizational management.
    • Experience supporting recruitment and personnel administration processes.
    • Strong organizational and record-keeping skills.
    • Excellent communication and interpersonal skills.
    • Proficiency in Microsoft Office and Google Workspace applications.
    • Ability to maintain confidentiality and handle sensitive information appropriately.

Preferred Qualifications

  • Experience supporting donor-funded projects.
    • Experience working with NGOs, civil society organizations, or development programs.
    • Familiarity with HR systems, labor regulations, and personnel compliance requirements.
    • Experience supporting audits, compliance reviews, or organizational assessments.
