Orange Liberia is a leading telecommunication operator in the country, providing tom more than 3 million B2C and B2B customers with telecommunication services, mobile money services, fix mobile broadband.

Position Overview

The Human Resources Director will provide strategic leadership and direction for all HR functions at Orange Liberia, ensuring alignment with Orange Group policies, local labor laws, and the company’s overall business strategy. The role is accountable for driving a high-performance culture through effective talent acquisition, development, and retention; fostering employee engagement; ensuring operational excellence; and promoting organizational effectiveness. The HR Director will also serve as a trusted advisor to senior leadership, championing people-centric initiatives that support sustainable growth, regulatory compliance, and long-term business success.

Based in Monrovia, this role reports directly to the company CEO

As such, you are responsible for:

Key Responsibilities:

  1. Strategic HR Leadership and business partnering:
    • Develop and implement HR strategies aligned with the company’s business objectives.
    • Act as a strategic and trusted advisor to the CEO and leadership team on all HR matters.
    • Support managers on all HR related topics: Organization design, discipline, workforce planning.
  2. Talent Management:
    • Oversee recruitment, onboarding, and retention strategies to attract and retain top talent, and insures the company has the right skill to deliver its strategic objectives. She/he will identify and develop key talents, and successor for critical positions.
    • Lead performance management processes and career development programs.
  3. Employee Engagement & Culture:
    • Foster a positive and inclusive workplace culture.
    • Develop initiatives to enhance employee satisfaction and engagement.
  4. HR Operations & Compliance:
    • Ensure fair and competitive compensation practices aligned with Group guidelines and market needs
    • Manage compensation, benefits, and payroll processes effectively.
    • Monitor workforce costs, headcount and other HR KPI’s
    • Ensure compliance with local labor laws and company policies
    • Manage employee relations and anticipate social risk in collaboration with relevant stakeholders
  5. Change Management:
    • Support organizational changes and drive initiatives to improve efficiency and productivity.
    • Lead HR-related transformation projects in alignment with company goals

About you
Master’s degree in human resources, Business Administration, or a related field. Minimum of 8-10 years of experience in HR roles, 3 to 5 years in leadership role preferably in a multinational environment. Experience in the telecommunications sector is a plus.
Language: English. Speaking French is a plus
