Program Overview
The Liberia Foundational Skills Activity (LFSA) is a United States Agency for International Development (USAID) funded program implemented by Chemonics International in Liberia. The project will work to increase the percentage of Liberian children accessing primary school and meeting government of Liberia learning standards.
Principal Duties and Responsibilities
The HR Specialist will serve as the primary point of contact for the project’s human resources task and activities. He/She will be responsible for the collection, management, and review of all human resources files which include leave requests, insurance forms, intake forms, and performance evaluation reviews. He/She will work to ensure all records are in order and maintained in line with local Liberian law and Chemonics policies. He/She will be the primary coordinator for all recruitment. He/She will relay HR reports to the Operations and Finance team.
As the HR Specialist for the Liberia Foundational Skills Activity, the employee is responsible for the following principal duties and responsibilities:
- Lead full cycle recruitment process in compliance with established procedures and regulations including but not limited to coordination with project leadership on the creation of job descriptions and interview questions, shortlisting and pre-screening candidates as well as reference checks, and drafting of offers to selected candidates
- Lead confirmation of all new hire paperwork is submitted, and personnel files are complete and compliant with LFSA policy, local labor laws, and USAID regulations
- Ensure new hires are provided with adequate training regarding the project and relevant LFSA policies in order to perform the job to the best of their ability and are assimilated into LFSA culture
- Maintain accurate timesheet records and ensure all timesheets are submitted on time with the correct approval
- Ensure personnel and recruitment files are maintained according to the requirement, ensure confidentiality and safety of the data
- Work closely with assigned supervisor on communication to staff and labor law compliance, and help to ensure a positive and thriving work environment for all staff
- Manage and administer benefits according to appropriate plans and labor laws requirements, bring any requirement changes or suggestions for improvement to Operations and Finance Director or assigned managers attention
- Provide oversight in management of employee benefits, such as insurance, liaising with companies providing such benefits as needed to ensure quality services provided
- Ensure project is in compliance with local labor laws by conducting regular audits, and keeping updated on local labor laws and HR best practices
- Advise and coordinate on disciplinary process ensuring all actions taken comply with local labor laws and LFSA policies, and loop in appropriate Home Office department if necessary
- Manage annual assessment process and ensure procedures are communicated and followed
- Work with employees and supervisors to prevent and/or resolve employee relations issues in coordination with Global HR, Project Management Unit (PMU), and Office of Business Conduct (OBC). Investigate allegations of wrongdoing, i.e: sexual harassment, harassment, fraud
- Ensure employee personnel manual is up to date, and communicate changes to all staff when applicable
- Ensure all HR management practices conform to the project’s and LFSA policies, best practices, USAID rules and regulations, and the local labor laws
- Interpret and advise staff on LFSA, USAID, and federal compliance policies and procedures coordinating with the Operations and Finance Director
- Perform other duties as required or assigned.
Qualifications
- Bachelors degree in HR management, project administration, project management or related field
- Minimum of five (5) years experience in HR
- Experience working for a USAID implementer or donor funded program preferred
- Excellent interpersonal and communications skills
- Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision on work progress, and make significant contribution to end results
- Demonstrated ability to communicate clearly and concisely both orally and in writing in English, and deliver presentations, training, and facilitate meetings effectively
- Demonstrated experience with Microsoft Office Suite in particular: Word, Excel, and Power Point
- Ability to speak and write fluently in English.
Level of Effort and Location
This long-term position will be based out of Monrovia, Montserrado County, Liberia.
Supervision and Reporting
The HR Specialist will report to and be supervised by the LFSA Operations and Finance Director.
