The Carter Center was first registered in Liberia in 1995 following years of prior engagement in the
country. The Center’s current country portfolio includes the Rule of Law Program which works in
partnership with the government, civil society, local communities, and other partners to improve
governance, increases accountability and transform lives through a meaningful right of access to
information and justice; the Democracy Program which is strengthening civil society and democratic
governance; and the Mental Health Program which is supporting workforce sustainability, human rights
and inclusion and the development of mental health law and policy.
DESCRIPTION
Under the supervision of the Country Representative and in coordination with the program teams, the
Human Resources (HR) Manager will manage the operational functions of human resources including
recruitment, compensation, staff engagement, performance management, and learning and professional
development. The incumbent is in charge of the full range of HR services for the Center’s employees in
all programs at all locations in the country (Monrovia and county field offices). The Carter Center staff

Manager shall:
• Interpret policies and advise program leads and staff on attendant human resource policies and
procedures.
• Provide guidance on job classifications, recruitment strategy and processes, and resolution of
conflicts.
• Ensure recruitment, compensation, performance management, disciplinary actions, health and
safety practices and policies are compliant with internal policies, donor requirements, and local
laws.
• Develop and implement human resources programs, including employee assistance initiatives
and services that create an equitable and inclusive work environment, foster positive morale,
enhance learning and development programs.
• Ensure and promote social and gender inclusion across all programs and projects, as possible.
• Ensure adherence to the Carter Center Code of Conduct and anti-corruption policy for all
employees by offering an induction process for new employees and provding a confidential
service for staff reporting any infringements of either policy
JOB DESCRIPTION
• Upon assuming this role, analyze and review existing HR management system and make
recommendations for resolving issues such as standardization of classification, pay gradation
and scale, benefits, etc. are consistent across programs and projects; review terms of reference
for various positions for accuracy, clarity, and completeness and provide advice for revisions to
ensure that they accurately reflect current duties and organizational relationships.
• Develops, reviews and revises policies in compliance with changing or new international,
national and organizational policies and legislation.
• Develops a plan to support The Carter Center Liberia (TCC-L) to be gender-sensitive,
responsive, and inclusive across programs and projects.
• Supports TCC-L anti-corruption policy.
• In coordination with Project Leads, develops terms of reference, advertises positions, short lists
candidates, organize and supervise interviews of candidates, conducts reference checks and
makes recommendations on successful/unsuccessful candidates.
• Serves as a link between management and employees by handling questions, interpreting, and
administering contracts, and providing consistent guidance and advice to managers on
performance and other human resources issues.
• Advises employees on the full range of HR management matters, including performance
evaluation, employee relations, salary increases, training, incentive awards, environmental and
working conditions, reduction in force (RIF), separation, ethics and conduct, disciplinary actions
and grievance procedures, and other human resources management issues.
• Assist in liaising with staff on their personal development plans and goals including training
opportunities, support needed, etc.
• Coordinates with program leads to ensure consistency in HR policy interpretation and
application.
• Conducts supervisory and, as necessary, job-site audits to ensure understanding of duties and
responsibilities delegated and performed.
• Provides support and direction to program leads in order to implement human resource best
practices and policies , including preparing job descriptions, monitoring and providing feedback
on performance, and other HR related issues.
• Plans, directs, supervises, and coordinates HR work activities for The Carter Center Liberia.
• Provides advice, interpretation, and counseling on rules and regulations affecting job
performance, conditions of employment, discipline, grievances, benefits and allowances, and
guides supervisors on handling personnel issues, including drafting letters of warning or
termination notices if/whenever required and keeping abreast of new policies and regulations
from headquarters and/or required by changes in local law.
• Develops, promotes and advances a sound health and safety culture and environment within
TCC-L, including but not limited to mental health protection and infection, prevention, and
control against COVID-19, Ebola and other forms of infectious diseases.
• Coordinates the national staff health insurance scheme ensuring timely and accurate reports from
service provider; ensures all staff and eligible dependents are registered on the medical insurance
scheme, monitors staff medical coverage and ensure the scheme is functioning well; liaises with
the health service provider to resolve any issues with the services; follows-up on all medical
insurance matters for staff including adding and deleting staff to/from the employers’ liability
and the medical and hospitalization insurance policy schemes as well as follows-up on payments
and claims.
• Plans and conducts new employee onboarding and orientations to foster a confident attitude
toward The Carter Center Liberia’s objectives and policies.
• Ensures pertinent organigram, contact list, and information flow lines are regularly updated and
shared.
• In coordination with project finance officers, maintains records and compiles statistical reports
concerning personnel-related data, such as hires, transfers, performance appraisals, absenteeism,
personal leave, health and safety, etc.; receives timesheets approved by program leads.
• In coordination with project finance officers, maintains records of relevant benefits balances
such as balances of sick leave, vacation leave, bereavement, and other benefits.
• Ensures proper documentation to support promotions, transfers and separations; ensures
completion of handover and conducts exit interviews with outgoing staff.
• Keep an updated record on staff approved salary advances and ensure appropriate deductions
are done on monthly basis until it is reconciled.
• Ensures HR practices meet donor requirements as related to human resources.
• Performs other duties as instructed by the Country Representative.
MINIMUM QUALIFICATIONS
1. Education: Bachelor’s degree in Personnel Administration, Human Resources, Business
Administration, or a related field is required.
2. Experience: A minimum of five years of HR Management experience is required.
PREFERRED QUALIFICATIONS
Preferably, the candidate will be a seasoned HR professional with generalist experience and
progressively increasing HR responsibilities and previous HR experience in a non-profit organization.
• Demonstrated ability to exercise decisive and discerning judgment, consultative decisionmaking, creative problem solving and innovative approaches to managing human resources
• Ability to display sensitivity, tact and responsiveness in various situations and maintain a high
level of confidentiality and professionalism.
• Demonstrated experience in building strong relationships at all levels of the organization and
have excellent communication skills.
• Strong knowledge of Liberian labor law and laws on NGO and aid management.
• HR experience in a global non-profit is a plus.
• Demonstrated success in a fast paced, action-oriented organization and interfacing with staff
from diverse backgrounds is essential.
• Outstanding organization skills and meticulous attention to detail are necessary, as well as the
ability to multi-task effectively.
• High proficiency with Microsoft Word, Excel, PowerPoint, Visio and Outlook is helpful.
