Description
Position Summary:
The incumbent will provide strategic support to the HR Director on all PIH Recruitments and other HR matters. He/she will work with the HR Director and Hiring Mangers to ensure Human Resource Actions forms are completed before initiating the recruitment processes and assess if there is a need for the position. The incumbent will also work with the HR Director to cross check salary band and budget before position is advertised on jobvite (Application Tracking Software). The incumbent will also work with the new hires go through PIH Liberia on-boarding program: Code of conduct, processes and policies, cultural induction, Gender and Harassment and Prevention of Sexual Exploitation and Abuse. The ideal candidate will work closely with the HR coordinator on payroll issue for new hire and on other HR matters.
Specific Responsibilities
Recruitment and selection Responsibility
- Provide strategic support to the HR Director and Senor HR Officer (Monrovia) in PIH Recruitment process;
- Work with the HRD to implement recruitment strategy;
- Uploading jobs on Jobvite; (ATS)
- Improves organization attractiveness by recommending HR new policies and practices; monitoring job offers and compensation practices; emphasizing benefits;
- Support the Director in Managing internship program by conducting orientations; scheduling rotations and assignments; monitoring intern job contributions; coaching interns; advising managers on training and coaching;
- Avoids legal challenges by understanding current legislation; enforcing regulations with managers; recommending new procedures; conducting training;
- Participate in job fairs and career events with other Universities;
- Build PIH professional network through relationships with HR professionals, colleges and other partners;
- Work with hiring managers to ensure the selection process is followed
On-boarding:
- Work with the HR Director to ensure all new hires are inducted using standardized slides;
- Support the induction process by ensuring cultural induction for all staff;
- Ensure home visits are done for all staff in Harper;
- Use induction check list to ensure new hires have (laptops, email addresses, and everything needed to start working)-work with hiring Managers;
- Update current and design new recruiting procedures (e.g. job application and on boarding processes);
Documentation
- Ensure all recruitment documents (interview notes, signed offers, contracts, etc.) are filed;
External and Internal Compliance
- Work with the HRD, and HR team in providing recruitment data for MOL and BIN Report;
- Support in generating Human Capital Report;
- Keep recruitment database updated with all information;
- Ensure all staff comply with PIH handbook and the DWA;
- Support on the renewal of employees contracts;
- Provide support on Disciplinary issues;
Stake holder engagement and accompaniment
- Regularly meeting with local authority (MOL) for any updates;
- Other stakeholder that may connect to the recruitment process;
- Provide accompaniment to the JJD Hospital/CHT HRs on HR matters
Staff learning and development
- Provide support to the HRD in annual performance management process
- Work with the HR team in designing new innovative trainings for staff;
- Ability to facilitate management training and design new HR innovations;
- Support the HR Coordinator in arranging staff meeting and sharing notes;
- Supporting the HR Director and HR team in managing and designing strategy that will best appreciate and retain employees -HIGH 5 Policies, Work life balance program; he staff WhatsApp Group;
- Update the training matrix with all professional development training across PIH;
- Ensure staff complete training request and send to HRD and finance for approval;
Reporting
- Submit weekly report on all recruitment HR issues, challenges and resolutions;
Other duties
- Perform difficult staffing duties, including dealing with understaffing, refereeing disputes, and administering disciplinary procedures;
- Ensure compliance to labor legislation and institution policy;
- Together with the HR Coordinator, the HR Officer work with the HR Director in setting up grievance committee for any disciplinary action;
- Serve ambassador for PIH and work to reduce the risks to PIH;
- Ability to sit in for HR Coordinator when on leave;
- Promote strong organization culture and work place effectiveness;
- Co-manage the Leave management systems (Jorani) with the HR Coordinator
- Perform other tasks as maybe required by management.
Academic qualification:
- Bachelor of business or similar professional training in Human Resources and related fields or equivalent years of experience.
Experience and Expertise
- Three (3) years’ experience working in Human Resource Management;
- Hiring, Benefits Administration, Performance Management, Communication Processes, local Employment Law (DWA)
- Demonstrated experience in conducting training on Sexual Harassment; and Prevention of Sexual Exploitation Abuse (PSEA);
- Experience in recruiting high-potential staff in a challenging HR environment;
- Experience working in similar positions with international organizations is preferred;
- Ability to work within a multi-cultural environment, with perceptive sensitivity to varied staff (national and international) personal and cultural management needs;
- Strong planning and organizational skills, with the ability to think and act strategically in the design and execution of plans;
- Demonstrated advanced critical thinking and problem solving skills;
- Demonstrated effectiveness in written and oral communications;
- Knowledge of, and experience with computers, including Word, Excel, Power Point and other software. Microsoft Word & Excel knowledge and ability is very important;
- Hold membership to any recognized HR body (added advantage).
