Job Profile

SEGAL is currently seeking a reliable, responsible Human Resources Officer (HRO) who will manage and oversee all HR related activities including selection, recruitment, posting, training and development of recruited staff based on an established workforce planning exercise which identifies skills and competency gaps needed to achieve operational demands. The post holder will assists or provide expert input and guidance to the managers, and all actors involved in the process of staffing and budget reviews, recruitment and appointment of staff, and in the performance management and staff welfare issues. The incumbent will have direct working relationship with the different units in both the Administrative and Operations Departs including Finance, Procurement, Asset Management & Transport, Warehouse, Operation-Inspection and Supervisory, field office staff, commanders and guard personnel. The HRO will also maintain contact and close cooperation as well as coordination with the Administrative Manager, and by extension, the General Manager and CEO

Primary Duties and Responsibilities

  • Participate in the review of training needs of staff, assisting or making appropriate proposals to meet identified needs of re-profiling and development.
  • Ensure that SEGAL’s workforce (both staff and guard personnel inclusive) have a sound awareness of the Employee Handbook, staff roles and obligations (as enshrinedin the the Employment Contract) as well as benefits and entitlements.
  • Oversee and guide in the process of recruitment and selection of new staff, guard personnel by ensuing timely advertisement.
  • Supervise maintenance of the personnel records in the office as well as the attendance, overtime and leave records.
  • Monitor and supervise staff attendance, prepare and submit monthly attendance report to Administration for possible remedial action
  • Provide support, guidance and training to the staff performing personnel administration related functions.
  • Work closely with heads of sections/units including supervisors to develop job description for staff including planning and conducting staff appraisal/evaluation exercises, and making sound recommendations to Management.
  • Provides expertise and guidance to all staff in the office: supervisors, supervisees as well as all other colleagues in the office who may need HR advice.
  • Ensure adequate and proper orientation of newly recruited staff, guard personnel with the view of making them act in compliance with Company’s policies.
  • Work closely with Managers, Unit Heads and Supervisors to find viable solutions to fill those gaps which could be due to leave, training and development or personnel administration support, medical and other issues of staff welfare and safety.
  • Serves as an HR Representative on selection panels and ensures there is an adherence to confidentiality and emphasis on a transparent, consistent process and on promoting organizational diversity as Company’s priority.
  • Reviews vacancy announcements for consistency and adherence to the Organization’s policies, develop and review screening questions in close collaboration with the hiring manager.
  • Works closely with hiring managers and recruitment assistants to establish key activities and agree on schedule and tools for the selection process to ensure an efficient and fast process.
  • Screens and assesses applications, ensuring that only candidates who meet the minimum requirements are short-listed.
  • Develops and reviews interview questions, proposed presentation tasks, technical questions and tests proposed by the hiring manager for appropriateness and relevance to the job and may also be involved in developing the same.
  • Reviews proposed shortlists to ensure that the evaluation criteria are in line with the vacancy announcement and advises the hiring manager and panel members on any inconsistencies.
  • Drafts selection reports ensuring that all steps of the process are well documented, and the selection file is compliant with the Company’s policies.

General

  • Keeps abreast of developments and latest trends in various areas of human resources, with particular focus in the areas of talent acquisition, recruitment and selection, entitlements and benefits.
  • Participates in human resources task forces and working groups identifying issues/problems and synergies, formulating guidelines, and proposing and implementing new procedures, latest technologies, tools and practices as appropriate.
  • Perform all other related duties as assigned.

Required Qualifications

Education

  • Essential:A first level university degree in Human Resources Management, Public or Business Administration, or other related fields.
  • Desirable:Advanced level university degree or training or certification in the area of Human Resources Management.

Experience

Essential:At least 5-years of experience in the professional field of Human Resources Management of which at least 2-years must be in managing selection and recruitment processes independently. Proven experience in at least one of the other specialized areas of classification, contract administration, compensation, and performance management, and complete awareness of the Decent Work Act, Ministry of Labor, 2015.

Skills

Knowledge of Human Resources Management practices, with a focus on outreach, screening, recruitment and interview techniques. Knowledge of latest IT based recruitment systems. Knowledge of other international organizations’ practices in areas of talent acquisition would be an advantage. Excellent skills in word processing, spreadsheet and presentation software.
