Job Summary

Ensure the overall strategic coordination with NMCP, and other Malaria stakeholders and digitalization partners in accordance with established strategy documents, agency procedures and policies in order to ensure the successful digitalization of the ITN mass campaigns and last-mile supply chain digitalization pilot (a CRS’s strategic investment initiative) to facilitate an accountable, transparent and effective target coverage achievement across the country ensure supply chain data quality and last-mile visibility for the availability of health products at health facilities.

Provide programmatic leadership required for day-to-day planning, management, and key technical oversight for the ICT4D rollout and deployment of the ICT4D Solutions in Liberia, including the CRS-funded Last-Mile supply chain digitalization Pilot.

Enable knowledge management, decision-making, and programming effectiveness by ensuring efficient operation and use of CRS information sharing, communication, and collaboration technologies, and by providing technical advice to CRS staff and partners on overall ICT4D systems.

Analyze, review and provide solutions for all ICT4D-related integrations with the ITN Mass Campaign and last-mile supply chain digitalization pilot business process required for central and field structures at all levels. S/he will request and process improvements with regard to ICT4D enablement of the ITN Campaign business process and last mile supply chain digitalization. Monitor and report on the performance of ICT4D functions and service delivery processes against Donor and partner expectations.

The PM will directly supervise two ICT4D Specialists and technically supervise 2 ICT4D officers from partner staff.

KEY RESPONSIBILITIES

System Management:

  • Provide leadership and support for the enablement of the Digital devices and technology to be used for the implementation of the ITN mass campaigns and Last Mile Supply chain digitalization pilot.
  • Ensure Digital systems are designed, implemented, configured and maintained to meet CRS and Donor program service requirements.
  • Act as the primary point of contact for the Digital team in Liberia, as they deploy and maintain the ICT4D system and devices across the program, to enhance program implementation effectiveness.
  • Support the Digital team in ensuring quality system configuration, administration, security, and maintenance of the ICT4D devices for the successful program implementation.
  • Advise and support ICT4D specialists and staff in executing good stewardship and efficient use of ICT4D resources.
  • Collaborate with relevant staff to create, document, and maintain ICT4D inventory and ensure adequate supply and functionality.
  • Ensure third-party suppliers are aligned to meet CRS business process requirements (Vendor Management).
  • Review and support all third-party software integration and necessary license procurement.

End-User Support for ICT4D:

  • Coordinate the Setup of the Help desk support system to ensure timely response to user support requests or promptly escalate issues as needed.
  • Support staff orientation process of the digital technology and devices.
  • Ensure/Conduct user trainings, as appropriate by supporting trainings at all levels for the ITN mass campaigns and last-mile supply chain digitalization pilot.
  • Develop catalog of support resources required to maintain and enable the ITN digitalization strategy and the last-mile supply chain digitalization pilot business processes.

Compliance:

  • Monitor ICT4D system operation and implement measures to ensure consistency in service delivery against established policies, procedures, and service standards.
  • Collaborate with Procurement to ensure ICT4D equipment and software purchases are in line with CRS standards and in compliance with donor requirements.
  • Setup spot check systems for all ICT4D-related processes for accountability and proper management
  • Review and approve all project expenses in line with budget provisions and CRS policies.

Capacity Building:

  • Maintain personal and professional development to meet the changing demands of the job.
  • Develop and implement training programs to improve staff and partners capacity in the area of ICT4D, especially the digitalization tool of choice selected by the Ministry of Health.
  • Participate in regional/agency ICT4D initiatives.
  • Develop and provide capacity building (training, coaching, on-the-job support) to staff and partners in ICT-related areas.

Supervisory Responsibilities:

  • Oversee the recruitment, training and development of a competent ICT4D Staffing structure that can effectively discharge the responsibilities under the ICT4D portfolio project.
  • Ensure job descriptions are up to date and responsibilities and performance expectations are clearly communicated.
  • Ensure effective delegation of authority.
  • Orient new staff to CRS identity, culture, partnership principles, tools, and processes.
  • Organize assignments, tasks, and expectations in a way that fosters opportunities for learning and development.
  • Manage individual and team development by providing coaching, feedback, mentoring, support, resources, and reinforcement.
  • Complete all aspects of the CRS Performance Management system on time and effectively create a high-performance culture and a positive work environment. Deal firmly and promptly with performance issues.
  • Process and ensure that all administrative documents related to personnel management, such as Timesheets, TEVs, Leave Requests, etc. are appropriately approved and authorized.
  • All other duties as assigned.

Basic Qualifications

  • Bachelor’s degree in an IT-related field (Computer Science, Computer Networking, Programming, and Information Systems). A Master’s degree or any other higher education qualification will be an added advantage in line with significant work experience in a directly related field combined with appropriate training/certificates will be considered in lieu of a degree.
  • Project management experience or certification is highly desirable.
  • A minimum of 5 years of work-related experience in a related field with management and technical experience including experience in budget management is highly desired.
  • A minimum of 2 years of staff management experience and abilities that are conducive to a learning environment. Experience in coaching and mentoring program staff.
  • Previous hands-on experience in managing designing or deploying digital technology solutions in a health program, supply chain management or any related field.
  • Track record of reliable, consistent performance or demonstrated experience in building ICT capacity with professional staff.

Knowledge and Skills:

  • Experience in introduction, design, implementation, and adoption of relevant technology and management tools. Especially ICT4D technology and tools.
  • Knowledge of ICT4D trends, applications, technologies, MS Project, Office applications, and Data analytic tools (Power Bi, Tableau, ARC GIS, QGIS, Commcare, Kobo collect, ODK etc.)
  • Expert-user-level knowledge of agency-supported ICT4D solutions.
  • Strong client-service focus; able to work with diverse groups of people in a team-oriented environment.
  • Skilled in obtaining information necessary to accomplish duties.
  • Able to prioritize work, multi-task and meet deadlines.
  • Problem analysis and problem resolution at a functional level.

  • Grasp of complex network, security, mobile, desktop, server, telephony, backup, application and database technologies.
  • Good knowledge of any digital Logistics Management Information System (LMIS).
  • Experience with IT systems management tools preferred.
  • Good relationship management skills. Ability to relate to people at all levels internally and externally with a strong client-service focus.
  • Strong communication skills with the ability to communicate technical ideas and concerns in a non-technical manner.

External: Ministry of Health Programs, and other stakeholders in-country, eGov, Last mile supply chain digitalization service provider, Supply chain technical partners, other Technical and software partners, Local Fund Agent (LFA), Mobile network providers and Auditors.
