Job Summary:

Oversee all hardware and software-related services in accordance with established agency ICT policies, procedures, and service standards to support high-quality mass distribution of the ITNs. Ensure all applications and devices are readily setup for use and deployment ensuring proper setup, user acceptance testing and compliance with Global best practices for technological deployment.

Specific Job Responsibilities:

  • Configure all hardware required for the digital platform to meet functionality-related services based on agency policy and best practices.
  • Lead the deployment, maintenance and setup all digital devices and monitor databases, including networks, servers, and telecommunications.
  • Provide field-level technical support to campaign personnel on the digital platform and devices during the various pre-campaign trainings and ITN mass campaigns.
  • Setup rapid technical support system to troubleshoot and address any issues to ensure optimal performance of the databases, networks, servers and devices.
  • In collaboration with relevant staff, maintain inventory of ICT equipment, hardware, and software and ensure adequate supply and functionality, both in the office and in the field.
  • Provide input to budget for ICT-related expenses.
  • Coordinate relationships with suppliers to facilitate delivery of ICT-related services that meet CRS business requirements and needs.
  • Support capacity building initiatives, remotely or on-site, to staff, partners and end-users to ensure efficient and consistent adoption and use of ICT applications.
  • Deploy ICT technology in providing speedy solutions to technical problems and real-life challenges, creates seamless upgrades and integration to existing systems.

Training

  • Planning, development, implementation and management of CAT Strategy Component Trainings and ICT4D.
  • Directly provide user training and training support
  • Creating materials and presentations for trainings and reports
  • Create and maintain inventory on all hardware, software, applications and reports.

Business Support

  • Develop SOPs for device configuration and software management.
  • Provide support for knowledge management, decision-making, and programming effectiveness by ensuring efficient operations and use of information sharing, communication and collaboration technologies.
  • Responsible for deploying maintenance, security, data protection and troubleshooting of technology and systems.
  • Staying abreast of ICT developments in the international and local markets, provide recommendations based on opportunities to improve the efficiency and impact technologies in use.

Application Support

  1. System administration including Mobile device management software, computer/mobile device support, deploying upgrades, software testing and installations, management and user training on usage, care and maintenance of IT equipment.
  2. GIS, Google Earth and Google Maps application, ODK utilization and Application integration.
  3. Interpret technical data on device management.

Basic Qualifications

  • Bachelor’s degree in IT-related field (Computer Science, Computer Networking, Programming, and Information Systems) highly preferred. Significant work experience in a directly related field combined with appropriate training/certificates will be considered in lieu of degree.
  • Desired certifications include Microsoft Certified Solutions Associate or equivalent, Cisco Certified Network Associate or equivalent, Microsoft SharePoint Foundations or equivalent and ITIL Foundation.
  • Minimum of three years of work experience in a position with similar responsibilities.

Required Languages – English

Travel – Must be willing and able to travel up to 20%.

Knowledge, Skills and Abilities

  • Previous experience in installing, deploying and managing wide range/large quantities of Android or any mobile device.
  • Android software developing and troubleshooting skills highly desirable
  • Knowledge of ICT4D trends, applications, MS Project, Office applications and technologies.
  • Expert-user level knowledge of agency-supported ICT4D solutions.
  • Solid knowledge of backup and disaster recovery systems.
  • Problem analysis and problem resolution at a functional level.
  • Able to quickly research, learn, and implement new technologies.
  • Able to communicate technical ideas and concerns in a non-technical environment.
  • Able to adapt and learn.

Preferred Qualifications

  • Demonstrated capacity in management of network/server software and hardware devices and platforms.
  • Grasp of complex network, security, mobile, desktop, server, telephony, backup, application and database technologies.
  • Experience with IT service management and systems management tools preferred.

Key Working Relationships:

Internal: CRS Malaria Program Team, Country Representative, Head of Operations, Finance, Procurement and Administration Staff, Regional and Senior Technical Advisors, GKIM – Innovation and Scale team.

External: NMCP, and other Malaria stakeholders in-country, eGov, other Technical and software partners, Local Fund Agent (LFA), Mobile network providers and Auditors.
