Job Title: Implementation Director

Project: USAID Liberia Foundational Skills Activity (FSA)

Program Overview

The Liberia Foundational Skills Activity (LFSA) is a United States Agency for International Development (USAID) funded program implemented by Chemonics International in Liberia. The project will work to increase the percentage of Liberian children accessing primary school and meeting government of Liberia learning standards.

Responsibilities:

  • Oversee technical and operational teams located in six county offices including Montserrado, Margibi, Bong, Grand Bassa, Nimba and Lofa.
  • Supervise the six County Program Managers in each of the six county offices, including responsibility for their performance management.
  • Conduct frequent travel across the six counties to monitor and supervise the implementation of activities and meet with stakeholders and ensure continuous learning.
  • Serves as key liaison between technical staff and operations team to support grant and sub-award activities.
  • In consultation with the Deputy Chief of Party, provide leadership for implementation of activities and strategy development for activities involving on time enrollment, accelerated learning, teaching and learning materials, and teacher professional development.
  • Serve as a key liaison between regional actors, project technical staff, and other project stakeholders.
  • Strengthen relationships with central-, county-, and district-level MOE partners.
  • Ensure the use of appropriate management tools to plan, organize, and monitor activities and resources to achieve project objectives.
  • Support regional programs’ work planning, budget, performance management, and coordinate with the MEL team on monitoring and evaluation and strategic communications to ensure that all project assistance is technically sound and appropriate.
  • Identify and mitigate potential issues and risks related to project implementation promptly and drive appropriate programmatic adjustments.
  • Ensure compliance with Chemonics policies and procedures and USAID rules and regulations related to human resources, procurement, grants, finance and administration, and subcontracting.
  • Other duties as assigned by the Deputy Chief of Party.

 

Location of Assignment

The location of assignment is Bong County, Liberia with travel throughout the program’s target six counties.

Supervision and Reporting

The Implementation Director will report to and be supervised by the Deputy Chief of Party or his/her designee.

Qualifications:

  • Bachelor’s degree in a relevant field required, Master’s preferred
  • Minimum of seven (7) years of demonstrated experience in education activity implementation.
  • Manage county teams through weekly calls to provide technical support and to quickly identify and address issues in collaboration with other LFSA leaders.
  • Experience with grant management on international donor-funded development activities.
  • Track record of progressive responsibility on the implementation of and management of grants or sub-awards on USAID-funded programs of similar scale, scope, and complexity.
  • Strong ability to collaborate, build partnerships, and coordinate with host country governments, U.S. government agencies, the private sector, program beneficiaries, grantees, and sub-awardees.
  • Demonstrated leadership, versatility, and integrity.
  • Proficiency with software such as Microsoft Office Suite.
  • Proficiency in English required.
