Activity Overview

Liberia Foundational Skills Activity (LFSA) is a USAID-funded five-year project designed purposefully to increase the percentage of Liberian children accessing primary school and meeting the government of Liberia’s learning standards especially in foundational English literacy. The LFSA will improve education access and learning by increasing on-time enrolment, enhancing age-appropriate placement in classrooms, providing contextually appropriate teaching and learning materials, and improving instructional delivery and teacher wellbeing. LFSA will equip key education ecosystem actors with improved capacity, opportunity, and motivation to achieve results.

Led by Chemonics International in Liberia, LFSA is a five-year project implemented by a consortium of Liberian and international partners, including the Diversified Educators Empowerment Project (DEEP), Kid’s Educational Engagement Project (KEEP), WE CARE, Forum for African Women Educationalists (FAWE) Liberia, Foundation for Research, Education, and Empowerment (FREE) Liberia, Mathematica, and One World Network of Schools (OWNOS). The project will be implemented in six counties: Montserrado, Bong, Margibi, Grand Bassa, Nimba, and Lofa.

Position Summary

LFSA seeks to recruit 50 enumerators for a pool of individuals who will support data collection in six counties: Bong, Lofa, Nimba, Margibi, Grand Bassa, and Montserrado. The successful enumerators will work periodically as data collection needs arises. They are expected to be flexible and willing to work in hard-to-reach locations and any district within the six counties listed above when called upon.

Principal Duties and Responsibilities:

The Independent Consultant- Enumerators is responsible for the following:

  • Conduct data entry for participant profiling.
  • Conduct data entry for learner enrolment and attendance tracking.
  • Facilitate data collection for school mapping survey, baselines, special studies, Mid-term ad hoc assessments, and final evaluation.
  • Availability to be deployed to work within the timeline.
  • Ability to travel distances and rural areas if the need arises.
  • Perform other duties as assigned or required.
  • Conduct interview, observation and photographing for the school mapping exercise at county level LFSA staff and MOE county officers (CEOs, DEOs, etc.)
  • Travel to targeted schools and communities and conduct mapping exercise through interviews with school administrators, teachers, community leaders, parents, etc.
  • Collect GPS coordinates of schools using tablets-based (Kobo Collect) survey tool
  • Document observations and take photos for reporting and decision-making
  • Adhere to data collection protocols and guidelines to ensure quality data is collected
  • Synchronize mapping data daily or immediately through internet connectivity; ensure tablets and power banks are charged adequately ahead of field data collection

Qualifications

  • Experience using digital data collection tools, including Kobo Collect, Ona, ODK, and Commcare for data collection using Smart Phone or Tablet.
  • Experience conducting interviews (Key Informant Interview) and Focus Group Discussion (FGD) or surveys with the community and documenting the data.
  • Ability to speak English Fluently
  • Ability to travel and work in remote area for data collection.
  • Clear understanding of the Local field context in the County.
  • Undergraduate with at least a year of data collection using mobile devices Location of Assignment

The assignment locations are Montserrado, Margibi, Bong, Nimba, Lofa and Grand Bassa Counties.

Supervision

The Independent Consultant- Enumerators will report to the MERL Officer for their assigned county.
