RTI International is implementing the USAID-funded Transforming the Education System for Teachers and Students in Liberia (TESTS) Activity, which aims to work closely with the Liberian Ministry of Education (MOE) to enhance the quality of instruction in early childhood education (ECE) and primary grades.

RTI International is seeking candidates (Local National) for the position of Information Technology Specialist or the USAID-TESTS Activity, based in Monrovia, Liberia. The ideal candidate must have excellent oral and written communication skills, with fluency in English. The Information Technology Specialist 2 will manage the Learning Management System (LMS) known as the Learning and Tracking Portal (LTP) and its related database of users (students and faculty), as well as the learning content (courses and materials). The role involves promoting the use of the LTP platform among the supported Higher Education Teacher Training Institutions (HETTIs). He/She will also provide hands-on, supportive supervision to the eight TESTS HETTIs and their IT staff, continuously assessing their IT needs related to procuring, setting up, and maintaining IT equipment, network infrastructure, and ensuring efficient use of provided services such as internet bandwidth.

Responsibilities

ICT Support to Higher Education Institutions

  • Work with the MEL Director and RTI home office to manage and expand the use of the Learning and Tracking Portal (LTP), aligning it with TESTS reporting requirements.
  • Lead technology-related training for HETTIs and associated demonstration schoolteachers.
  • Conduct ICT needs assessments for HETTIs.
  • Oversee the setup and maintenance of IT equipment at HETTIs, working closely with RTI’s technical team, home office specialists and HETTIs leads.
  • Manage ISP providers to ensure consistent internet at HETTIs
  • Generate and analyze reports on LTP usage, system performance, and user engagement.

ICT Support to Monitoring, Evaluation, and Learning (MEL)

  • Collaborate with the MEL Director and RTI home office to develop a user-friendly, secure, and scalable database for activity and participant data, and manage the TESTS digital data collection platform to meet project data needs.
  • Ensure timely and accurate archiving of monitoring tools by maintaining regular communication and collaboration with regional and departmental actors involved in the implementation plan.
  • Support the production of periodic M&E standardized reports, as well as special reports from data analysis as required.
  • Assist with the collection, analysis and reporting on performance indicators by other team members and Project counterparts.
  • Develop and implement data backup and disaster recovery protocols to protect project data both onsite and offsite.
  • Routinely upgrade the Activity database to incorporate new data collection forms for monitoring and reporting purposes.
  • Prepare data tabulations, reports, and presentations to support project activities.

 

Qualifications

Required Education and Experience:

  • Master’s degree and 1 year of experience or bachelor’s degree and 3 years of experience working in a similar role where ICT and technology is used for project implementation and monitoring and evaluation.

Skills and Abilities

  • Experience in leading and supporting technology for development around Monitoring and evaluation in donor funded projects.
  • Proficiency in managing and supporting LMS platforms.
  • Strong understanding of database management systems
  • Experience with data backup, recovery, and security protocols.
  • Strong problem-solving skills to address technical challenges quickly and efficiently.
  • Ability to prioritize tasks and manage multiple projects simultaneously in a fast-paced environment.
  • Ability to travel to HETTI locations across Liberia.
  • Proven capacity to work under pressure, meet deadlines, and set priorities.
  • Ability to collaborate effectively with faculty, IT staff, and external vendors.
  • Excellent written and verbal communication skills to provide clear instructions and guidance.
