Internews USAID Media Activity program seeks to enhance the human and institutional capacity of the media while advocating for and maintaining current media freedoms to reliably carry out responsible journalism, drive reforms, and increase revenue, with the goal of expanding Liberians’ engagement with government and increasing accountability.

 

Position Overview:

The Institutional Capacity Building Advisor will be tasked to design and implement various institutional capacity development activities for media civil society organizations (CSOs) partners including media houses supported by the project. Collaborates with select CSOs including Media Activity core partners to conduct Organization Capacity Assessments (OCAs) and implements capacity-strengthening strategies in response to identified capacity gaps. This role will also support Media Activity partners in policy formulation in order to improve their management structures and enhance organizational efficiency.

This is a senior position which requires sound technical knowledge and skills in the areas of policy development, organizational development, planning and strategy, and finance and administration. This position will work under the supervision of the Senior Advisor and in close collaboration with the Media Business Advisor, Senior Journalism Trainer and M&E Specialist.

Description of main duties and responsibilities:

Assessment

  • Design and conduct Organization Capacity Assessments at Media Activity partner organizations including media houses
  • Support Media Business Advisor to coordinate with partner audience research company on the production of regular audience research and establish comparability among media outlets.

Training & Mentorship

  • Work with community radio stations to develop various internal policies to enhance managerial efficiency as part of the institutional strengthening efforts
  • Provide capacity building support to media CSOs on institutional management utilizing the outcome of the OCAs
  • Lead the establishment and reactivation of advisory boards at Media Activity partner radio stations to strengthen community radio governance
  • Conduct board management training for each partner radio and monitor progress of skills implementation
  • Coordinate with media business advisor to deliver core management training for station staff and advisory board members with the ultimate goal of supporting retention of journalists and other media professionals/workers, as well as overall editorial independence.
  • Lead development and implementation and monitoring of institutional capacity action plan of each partner
  • Provide practical advice to strengthen partner media outlets capacity gap
  • Provide coaching on various issues including evidence-based decision making by Media Activity partners
  • Lead capacity building for project staff related to institutional engagement at the national and county level

Support for Resource & Curriculum Development

  • Collaborate with the project team and partners to identify capacity gaps/needs and existing resources.

Administration

  • Support dissemination of new policies and opportunities for bottom-up feedback at all levels
  • Contribute to the writing and compiling of program reporting, including quarterly reports and other project-related reports.
  • Provide technical support to Internews subgrant partners implementing training and mentoring programs.
  • Help track project metrics that serve to measure the success of project activities.
  • Draft, review and provide input to project work plans, proposals, and annual reports
  • Complete other duties as assigned.

Qualifications, Skills and Abilities

  • Degree in public administration, business management, public policy, media management, communications, or related field.
  • Minimum of 5 years work experience in organizational development, solid background in policy development, skilled in designing capacity building training and acknowledgeable about Liberian media sector, with demonstrable results.
  • Some experience in strategic planning, organizational capacity development, financial and operational analysis, financial reporting, etc.
  • Demonstrated organizational skills, ability to prioritize workload and multi-task in a fast-paced environment with a strong track record of meeting deliverables.
  • Excellent soft skills, including interpersonal and communication skills, with a problem-solving attitude and as a self-starter who works both independently and as a collaborative team player.
  • Must be self-reliant, resourceful, good problem-solver, good humored, and flexible.
  • Ability to travel within and spend extended time in the field, with limited facilities, often under harsh conditions.
  • Experience in adult learning and/or organizing and providing training an added advantage.
  • Liberian nationality required.
