Background

USAID Liberia Civil Society Activity (CSA) is a five-year USAID-funded project designed to strengthen Liberians’ ability to advocate for policy reforms, policy implementation, and service delivery through multi-stakeholder coalitions that build feedback loops among the GOL, CSOs, and citizens. As one of its core objectives, CSA will support and promote the development of ongoing capacity development services on the local market by strengthening and expanding the existing Consortium of Business Development Service Providers of Liberia (CBDSPL) to provide capacity development support to CSOs, NGOs, and private sector organizations. CSA also aims to strengthen CBDSPL to promote sustainable market solutions that would enable corporate entities, civil society organizations, and the business sector to procure capacity development support services from qualified Liberian service providers.

Description of services

Under the overall supervision of USAID Liberia CSA Chief of Party and direct supervision of the CSA Deputy Chief of Party/Capacity Development Director, the Institutional Capacity Development Consultant will support CSA Objective 4: Ongoing Capacity Development Services on the Local Market by providing short-term technical assistance (STTA) not to exceed 27 days to identify key capacity gaps such as revenue mobilization, marketing and outreach, gender integration and compliance with donor regulations of existing and new members of the Consortium of Business Development Service Providers of Liberia (CBDSPL).

Tasks and responsibilities

  • Conduct institutional capacity assessments of the existing 27 individual CBDSPL members and develop a capacity development plan that includes key capacity strengths and gaps of each CBDSPL member.
  • Conduct institutional capacity assessments of new CBDSPL members and develop a capacity development plan that includes key capacity strengths and gaps of each new CBDSPL member.
  • Develop a capacity assessment report for each CBDSPL member.
  • Develop a capacity development strategy for CBDSPL following the capacity assessment.
  • Assess the governance structure of CBDSPL and recommend areas for improvement.

Qualifications

  • At least a bachelor’s in organizational development, public policy, community development, or a related field.
  • At least eight years of senior-level experience in organizational capacity development or related field.
  • Experience designing and conducting organizational capacity assessments preferably USAID-funded.
  • Demonstrated working experience serving in a similar position and working environment.
  • Experience and expertise in capacity building of civil society organizations and community-based organizations (CBOs).
  • Strong facilitation, mentoring, research, and analytical skills.
  • Prior experience in designing and delivering participatory training and mentorship activities.
  • Ability to produce timely and high-quality assessment reports.
