PROCUREMENT OF WORKS FOR THE CONSTRUCTION OF A TWO BED ROOM BUILDING FB/CHAL-ROTARY/03/2022

Back Ground

Christian Health Association of Liberia (CHAL) a faith-based umbrella organization, dedicated to providing holistic Christian Health care services to the people in Liberia. Working through network of faith-based health facilities, the membership of CHAL currently spans across thirteen of the fifteen counties of Liberia.

Project Description

CHAL, in partnership with the Rotary Club of Sinkor, Liberia and with funding from the Rotary Club of Texas USA under the Global Grant is soliciting proposals from interested eligible and qualified Construction Companies.

The Christian Health Association of Liberia (CHAL) invites the submission of sealed bids from interested eligible and qualified construction companies for the execution of this assignment as described in the chart below.

1. Bidding will be conducted through the national Competitive Bidding (NCB) a full and open competition under which every qualified construction company is eligible to compete; CHAL intends to award a contract.
2. Bidders shall be required to have the following minimum qualifications requirements that will be specified in the bidding documents:

• Experience as prime contractor in construction of at least two (2) contracts within the last (2) years of similar nature, complexity and equivalent to the proposed work. Include the name and location of the project, photos, its cost and contact detailed of the employer/client with email and phone contacts (phone numbers, email addresses, office addresses, etc.)
• The contractor shall have a minimum average turnover in construction works during the last (2) years of USD $ 30,000.
• The Bidders shall demonstrate that it has available, liquid assets valued at (USD $25,000) unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements.

1. A complete and detailed set of Bidding Document in English and hard copy can be purchased by interested bidders at the address provided below and upon payment of a non-refundable fees of (USD $ 25.00) United States Dollars. The method of payment will be cash and pay to the finance office at CHAL’s Head Office Compound between the hours 10.00 AM to 4:00 PM daily, beginning October 10, 2018 and obtain a receipt.
2. Preliminary Qualification requirements include: Valid Tax Clearance, Current Business Registration, Past Performance Records including names & Contact details of representatives, evidence of PPCC Registration Certificate, Public Works Certificate/ALCC and a bid securing declaration, Pre-Financing capacity is an added advantage. Additional details will be provided in the Bidding Documents.
3. All Bids ready for submission must be signed, stamped and sealed in an envelope and clearly marked CHAL/ROTARY CLUB-01/2022. Bids submitted in any other manner will not be considered.

Please note that electronic Bidding will not be accepted and late bids will be rejected and returned unopened. CHAL has the right to reject all bids, or annul the bidding process at any time.

RFP Schedule

The schedule for this IFB is as indicated below. It may be modified at the discretion of Christian Health Association of Liberia (CHAL). An addendum will be issued in the event of any scheduling changes.

Mandatory Site Walk

Mandatory pre-bid meeting and site walk are scheduled for September 2, 2022 at 12:00 noon at CHAL Drugs Depot Compound, Malekie, Bong County, Republic of Liberia. All interested firms must attend this

required site visit and all cost incurred to facilitate your participation in this exercise is covered by the interested company with no liabilities to CHAL. Technical questions will be answered at this meeting. Please submit the names of those attending the site walk by September 1, 2022.

Notice of Intent to Submit Proposal

Respondents must present their notice of intent to submit a proposal to cliffmdaitouah@yahoo.com to ensure receipt of all addendums and other project documents. Addendums to this RFP based on submitted technical questions, along with changes to the proposal schedule, will be issued via cliffmdaitouah@yahoo.com.

The Christian Health Association of Liberia (CHAL) will evaluate proposals according to the evaluation criteria below. Result of this step will be the identification of the selection of a proposal for negotiation of a contract. Points will be awarded based on the relative merit of the information provided in the response to the solicitation. Selection based on the total number of points awarded by the evaluation committee.
