Bidding will be conducted through the National Competitive Bidding (NCB) procedures in accordance with the Public Procurement and Concessions Act (PPCA) of 2010, and is open to all eligible bidders as defined in the bidding documents.
Interested and eligible bidders may obtain further information from the Procurement Unit, Sinoe County Administration/Local Govemment, Administrative Building, Johnstone Street, Greenville City. Information is available Monday to Friday, from 10:30 AM to 3:30 PM, during the period March 9, 2026 – March 26, 2026.
All bidders MUST submit the following mandatory documents:
Company Profile including past performance records
Valid Business Registration Certificate (Liberia Business Registry)
Current Tax Clearance Certificate (Liberia Revenue Authority)
Notarized Bid Securing Declaration
Audited Financial bank Statements for the last two (2) years
Statement of satisfaction from at least four (4) clients within the last one (1) year
Proof of registration with the PPCC (logged in the PPCC Vendor Database)
Association of Liberian Construction Company (ALCC) and Public Works Certificates
Any other relevant supporting documents as outlined in the bidding document
A complete set of Bidding Documents can be picked up from the Procurement Unit for a nonrefundable fee of One Hundred United States Dollars (US$ 100.00), payable at the County Operational Account at SI BANK. The bidding documents will be available for pickup from March 9, 2026 to March 26, 2026, Monday through Friday, between 10:30 AM and 3:30 PM. This issuance period covers a total duration of fourteen (14) days.
All bids MUST be submitted in two (2) sealed and clearly labeled separate envelopes as follows:
Bids should be properly addressed and submitted in accordance with the instructions provided in the bidding documents.
Completed bids must be delivered to the address indicated in the bidding documents on or before the deadline specified therein. Late submissions will be rejected and returned unopened. Sealed bids must be delivered to the address below on or before, no electronic bid is allowed for submission.
Friday, April 3, 2026 @2:OOPM Bids will be opened promptly thereafter in public and in the presence of Bidders’ representatives who choose to attend the opening in the Conference Room of the Sinoe County Administration/Local Govemment Administrative Building.
Late bids, portion of bids, bids not received, bids not opened and not read out in public at the bid Opening ceremony will not be accepted for evaluation irrespective of the circumstances.
All bids must be accompanied by a Notarized Bid Securing Declaration. Bids must be properly sealed and clearly labeled in accordance with the instructions in the bidding document.
