The Sinoe County Local Government has received budgetary allotment from the Govemment of Liberia and intends to apply part of the proceeds to payment under the Contract for Construction ofworks and Interior Decoration and Furnishing of J. Dominic Bing City Hall in three lots below:
The Sinoe County Administration/Local Government now invites reputable construction firms to bid for by submitting a Technical & Administrative Proposal and Financial Proposal sealed bid for Construction, Repairs & Maintenance-Civil works and Furniture and installation.
Bidding will be conducted through the National Competitive Bidding (NCB) Procedures as specified in the Amended and Restated Public Procurement and Concession Act of 2005 as amended and restated in 2010 & 2026 (PPC Act). These applicable procurement procedures are consistent with the Republic of Liberia Amended and restated PPC Act published and approved:

Lot 2.		Rehabilitation of the Deformed Critical Section of Johnston Street Road Corridor with bridge		I road work		Construction of a modem reinforced twins box Culvert bridge@the main canal 2 lines of reinforced 120m diameter culverts on both side of the proposed bridge A modem reinforced drainage system on both sides of the rehabilitated 72 meters stress of road.
							Backfilling the gaps between the box-culvert Bridge and culverts lines with border rocks and sand in line with the technical drawings. Installation of a steel mat and casting of 200mm Mass concrete floor as per design.
	Lot 3.		Interior Decoration and Furnishing of J. Dominic Bing City Hall		1 City Hall		Purchasing, transporting & Installation of: 780 pcs Anti-rust metal design unmovable relaxed chairs, in the main hall, stage/platform and balcony/upstairs. Executive thick window & door curtains. Heavy duty central air conditioners. Floor rouge/carpet. (Green & red Colors) at the stage PA System 2 pcs Aluminium Podium (small & big) Modern executive hall lightings

Procurement Method:

Bidding will be conducted through the National Competitive Bidding (NCB) procedures in accordance with the Public Procurement and Concessions Act (PPCA) of 2010, and is open to all eligible bidders as defined in the bidding documents.

Inspection & Further Information:

Interested and eligible bidders may obtain further information from the Procurement Unit, Sinoe County Administration/Local Govemment, Administrative Building, Johnstone Street, Greenville City. Information is available Monday to Friday, from 10:30 AM to 3:30 PM, during the period March 9, 2026 – March 26, 2026.

Bidder Qualification Requirements:

All bidders MUST submit the following mandatory documents:

Company Profile including past performance records

Valid Business Registration Certificate (Liberia Business Registry)

Current Tax Clearance Certificate (Liberia Revenue Authority)

Notarized Bid Securing Declaration

Audited Financial bank Statements for the last two (2) years

Statement of satisfaction from at least four (4) clients within the last one (1) year

Proof of registration with the PPCC (logged in the PPCC Vendor Database)

Association of Liberian Construction Company (ALCC) and Public Works Certificates

Any other relevant supporting documents as outlined in the bidding document

Purchase of Bidding Documents:

A complete set of Bidding Documents can be picked up from the Procurement Unit for a nonrefundable fee of One Hundred United States Dollars (US$ 100.00), payable at the County Operational Account at SI BANK. The bidding documents will be available for pickup from March 9, 2026 to March 26, 2026, Monday through Friday, between 10:30 AM and 3:30 PM. This issuance period covers a total duration of fourteen (14) days.

Bid Submission:

All bids MUST be submitted in two (2) sealed and clearly labeled separate envelopes as follows:

Financial Proposal

Bids should be properly addressed and submitted in accordance with the instructions provided in the bidding documents.

Deadline for Submission:

Completed bids must be delivered to the address indicated in the bidding documents on or before the deadline specified therein. Late submissions will be rejected and returned unopened. Sealed bids must be delivered to the address below on or before, no electronic bid is allowed for submission.

Friday, April 3, 2026 @2:OOPM Bids will be opened promptly thereafter in public and in the presence of Bidders’ representatives who choose to attend the opening in the Conference Room of the Sinoe County Administration/Local Govemment Administrative Building.

Late bids, portion of bids, bids not received, bids not opened and not read out in public at the bid Opening ceremony will not be accepted for evaluation irrespective of the circumstances.

Bid Security:

All bids must be accompanied by a Notarized Bid Securing Declaration. Bids must be properly sealed and clearly labeled in accordance with the instructions in the bidding document.
