Liberia has faced persistent challenges in achieving gender equality, with women and girls experiencing
limited economic opportunities, high rates of gender-based violence (GBV), and restricted access to
essential services such as healthcare and education. Previous efforts to address these issues have yielded
partial successes, but gaps remain in policy implementation, institutional capacity, and community
engagement. The Government of Liberia (GoL) has set as one of its core aspirations “a society of gender
equity, empowerment and opportunities for all” in its Vision 2030. The Liberia Women Empowerment
Project (LWEP) is a three-year, US$36.6 million initiative led by Ministry of Gender, Children & Social
Protection (MGCSP), Plan International Liberia and implemented through a consortium of partners across
six Counties with support from the Work Group (IBRC/IDA) aims to enhance women’s empowerment by
addressing social norms (with a focus on GBV prevention) and improving access to livelihoods while
building the capacity of key national institutions (MoGCSP and MoA) and will lay the groundwork for
future work on women and girls’ empowerment in Liberia.
In addressing component 2, enhancing Basic services in Health and Education, the LWEP seeks to develop
a standardized GBV Core Training Manual integrating health services, including clinical management of
GBV, Sexual Reproductive Health Rights/Services, and psychosocial care into routine service provision.
This manual will equip frontline providers across key ministries (Health (MOH), Justice (MoJ), Youth and
Sports (MoYS), Internal Affairs (MIA), and Gender, Children & Social Protection (MoGCSP) with skills in
psychological first aid, clinical best practices, survivor-centered care, and referral pathways. The
consultant will facilitate collaborative working sessions with these ministries to ensure contextual
relevance and intersectoral alignment.
Description & Objectives
Develop a comprehensive GBV Core Training Manual through multi-stakeholder collaboration,
standardizing GBV response protocols across ministries.
Specific Objectives:
Facilitate participatory working sessions with MOH, MoJ, MoYS, MIA, and MoGCSP to define manual
content and structure.
Integrate modules on:
• Psychological first aid (PFA)
• Basic clinical care for GBV survivors (e.g., forensic management, STI/Pep prophylaxis)
• Survivor-centered approaches (safety, confidentiality, non-discrimination)
• Sexual Reproductive Health Rights and Services
• National and county GBV referral pathways (health, justice, social services, shelter).
• Align the manual with national policies, international standards (GBV Inter-Agency Minimum
Standards, WHO, UNHCR, GBV National Policies – Liberia), and best practices.

Each Tenderer must submit only one offer. Submitting more than one offer, whether by a single company
