INVITATION TO TENDER
Samaritan’s Purse International Relief – Liberia invites qualified and registered suppliers to submit bids for Framework Agreements (FWAs) covering the period:
February 1, 2026 (or date of signing) – December 31, 2026.
Tender Categories
- TNDFWA2026001: Air Conditioner Maintenance and Appliances
- TNDFWA2026002: Construction Materials
- TNDFWA2026003: Vehicle Maintenance, Tires, Lubricants & Batteries
- TNDFWA2026004: Agriculture Seeds and Materials
- TNDFWA2026005: Fuel, Gasoline & Propane Gas Supply
- TNDFWA2026006: Food Supply and Catering Services(Montserrado, Kakata, Gbarnga, Sanniquellie, Zwedru, Tubmanburg)
Vendors may apply for one or multiple categories.
Tender Bid Submission: from December 15, 2025 to January 9, 2026
Bidding Documents Required
All bidders must submit:
- Excel Request for Quotation
- Fill in unit prices, any comments you have, and ensure detailed payment terms are indicated.
- Answer all questions with as much detail as possible.
- Company Registration Documents
- Business Registration / Certificate of Incorporation
- Valid Tax Clearance Certificate
- Import/Export License (if applicable)
- Company Profile – describe goods/services specialization
- Three (3) References, preferably humanitarian/NGO clients
- Recent Bank Statement (not older than 3 months)
- Signed Supplier Code of Conduct & Tender Code of Conduct
- Official Quotation with:
- Unit prices
- Delivery lead time
- Payment terms
- Quote validity (minimum 12 months)
Minimum Requirements for Acceptance
Suppliers must:
Statutory
- Be legally registered in Liberia
- Hold valid tax clearance and required licenses
Operational Capacity
- Operate from a fixed physical business location
- Demonstrate adequate staff, warehouse space, and stock levels
- Show proven experience with similar supply contracts
Technical Capacity
- Provide correct specifications and evidence of product authenticity
- Demonstrate expertise in the relevant category
- Provide warranties and after-sales support (mandatory for technical items)
Financial Capacity
- Show ability to supply large orders
- Provide recent bank statements
- Offer favorable payment terms (preference: after delivery)
Price & Lead Time
- Provide competitive pricing and realistic delivery timelines
Value-Added Services
- Offer warranties, discounts, and ability to pre-stock items
- Provide both DDP and Ex-Works pricing
Questions and Answers: December 15 – December 26th
The period for questioning and answering is between December 8 to 20, 2025. Please note that there will be no response to questions after December 20, 2025. All questions should be directed to Liberia-Procurement@samaritan.org All question answers be posted on the Newspaper website.

Submission Instructions:
- Your proposal/bid should be prepared in English (all supporting documents should also be in English or translated into English)
- Please fill in the Request for Quotation (RFQ) with the required information. No field should be left empty.
- Stamp and sign each page of the filled RFQ and all the documents received
- Email your bid to SPLtender@shpt.samaritan.org
- Use the FWA reference Number as the subject line of the email. Example: TNDFWA2026XXX
Please ensure you include all necessary documentation. Note that incomplete packages may not be considered for the award. Also, ensure your email size is LESS than 15MB. If sending multiple emails, please appropriately number each email (Example: 1/3, 2/3, 3/3, etc). You will receive an acknowledgement email if your bid was submitted correctly.

(Late bids will be automatically disqualified.)
Important Notes
- Samaritan’s Purse may award multiple suppliers per category.
- Lowest price does not guarantee award.
- Quantities listed are estimates only.
- SP reserves the right to cancel, accept part of a tender, or reject any bid.
- SP may conduct site visits to verify supplier capacity.
- All submitted documents become SP property.
- The email subject line must be “TNDFWA2026XXX. Please do not write anything other than the specific reference code in the subject line.”
