TITLE: IT Officer: Volunteers for Sustainable Development in Africa
LOCATION: Head Office in Monrovia, with travel in rural areas where VOSIEDA has her activitiesJOB TYPE: Full Time (Renewal based on performance and Funding)
ROLE PURPOSE

The IT Officer is responsible for planning, implementing, maintaining, and securing VOSIEDA’s information technology systems and digital infrastructure. The role ensures efficient ICT operations, cybersecurity compliance, user support, data protection, and technology innovation to support organizational programs and operations in line with international standards, including ISO 27001 information security principles, data privacy best practices, and NGO operational requirements.

 

Grade/Level: To be assigned in line with VOSIEDA HR and salary scale

SCOPE OF ROLE:

Reports to: Team Lead and Operations Manager

Staff directly reporting to this post: IT Interns, and Service Providers (where applicable)

ORGANIZATION BACKGROUND:

Founded in 2000, Volunteers for Sustainable Development in Africa (VOSIEDA) is a Liberian nonprofit and a network of development professionals working to promote prosperity, reduce extreme poverty, and strengthen peace and stability in Liberia and West Africa’s Mano River Union Basin region. VOSIEDA’s work focuses on saving the planet and fighting extreme poverty among women, youth, children, and other excluded groups. We advance community solutions to address development challenges and empower local people to care for nature that sustains all lives.

VOSIEDA works across five signature programs to empower and support local communities to promote sustainable development to end extreme poverty, its root causes, and consequences in Liberia and West Africa’s Mano River Basin region, including 1). Climate Change & Environmental Sustainability, 2) Food Security & Livelihoods Enhancement, 3) Women’s Empowerment & Gender Equality, 4) Governance & Social Development,

5) Media & Civic Society Strengthening.

KEY DUTIES AND RESPONSIBILITIES

· Manage and maintain organizational ICT infrastructure, including servers, networks, computers, printers, internet connectivity, and cloud-based systems.

· Provide first- and second-level technical support to staff and ensure timely resolution of hardware, software, and connectivity issues.

· Develop and enforce ICT policies, cybersecurity protocols, backup systems, and disaster recovery procedures.

· Administer user accounts, access controls, email systems, and collaboration platforms such as Microsoft 365 or Google Workspace.

· Ensure data security, confidentiality, and compliance with organizational and donor data protection requirements.

· Monitor system performance, maintain asset inventories, and conduct preventive maintenance of ICT equipment.

· Coordinate procurement, installation, and maintenance of ICT equipment and software licenses.

· Support digital transformation initiatives, database systems, and implementation of technology solutions for programs and operations.

· Train staff on ICT systems, cybersecurity awareness, and safe use of digital platforms.

· Prepare ICT reports, budgets, risk assessments, and recommendations for management.

 

Qualifications and Experience
Minimum EducationBachelor’s degree in Information Technology, Computer Science, Information Systems, or related field.
Professional Qualification(s)Professional certifications such as CompTIA A+, Network+, Security+, Cisco CCNA, Microsoft Certified, ITIL, or equivalent is desirable.
Years of ExperienceMinimum of 3–5 years of relevant ICT support and systems administration experience, preferably within NGOs or development organizations.
Technical ExperienceExperience in networking, cloud systems, cybersecurity, helpdesk support, systems administration, backup solutions, and ICT asset management.
Other RequirementsStrong integrity, ability to work under pressure, willingness to travel, and commitment to safeguarding and confidentiality.
Knowledge, Skills and CompetencesRequired Level
ICT Infrastructure ManagementAdvanced knowledge of networks, servers, and IT systems.
Cybersecurity AwarenessStrong understanding of information security and risk mitigation.
Technical SupportAbility to troubleshoot and resolve ICT issues effectively.
Communication SkillsExcellent verbal and written communication skills.
Data ManagementKnowledge of backup, recovery, and data protection practices.
Project CoordinationAbility to manage ICT projects and vendor relationships.
Training & Capacity BuildingAbility to train staff on ICT systems and digital safety.
Problem SolvingStrong analytical and decision-making abilities.

 

WORKING CONDITIONS AND SPECIAL REQUIREMENTS

  • Office-based role with periodic field travel/site visits.
  • Requires occasional evening or weekend work during system maintenance or emergencies.
  • Requires continuous use of computers, ICT tools, and office equipment.
  • May require emergency response support during system outages or cybersecurity incidents.
