for the next five years (2019 to 2024) focus on reaching 600,000 marginalized girls and children all
over the country, with a strong commitment to work with partners at various levels to put an end to
violence against girls and young women including Child Early Forced Marriage and Female Genital
Mutilation (FGM) and other norms and practices that hinder their development and empowerment.

We are currently seeking to recruit for Plan International Liberia Program: –
Title: District Data Clerk
Location: Bomi County (4 Districts), Nimba County (6 Districts) & Margibi County (4 Districts)
Status: National Position
Department: Program
Reports to: County Data Manager
Summary of the Position:
The Long Lasting Insecticide Net (LLIN) District Data Clerk at District level will be responsible for the
monitoring and the collation of the LLIN campaign data in the assigned district. The District Data Clerk
will liaise with District Data Officer and the National Level M & E Officers to relay collated campaign
data to the national level on daily basis during household assessment and actual LLIN distribution
exercise. Primarily, the District Data Clerk at the District Level will support optimal data quality with
attention to inputs to data collection and storage systems. The District Data Clerk will occasionally be
responsible for field level data collection and supporting overall best practice in M&E data
management for his/her assigned county throughout the 2021 Liberia LLIN Campaign.
Typical Responsibilities – Key End Results of Position:

Key Responsibilities
1. Manage data input for the LLIN campaign household assessment and net distribution exercises
using agreed templates/systems and produce reports whenever necessary, and provide ongoing
analysis or summary to the County Data Manager at County level on daily basis at the end of
each key activity (household assessment & net distribution)
2. Management of overall data management system for Plan or partner’s organization
3. Carry out on site data quality verification and provide feedback to Plan or partner implementing
in the assigned county
4. Assist in data analysis related to production of daily household or distribution exercise end
reporting
5. Work with Plan or partner’s organization to ensure optimal data quality is maintained
6. Provide quality assurance through the implementation of the LLIN campaign M & E plan or SOP
7. Provide first line review of all district campaign data reports and ensure that targets achieved
are consistent with the detailed implementation plans, training plans, the campaign work plan
and M&E plan or SOP
8. Maintain the program/campaign files at the district level and support Plan or partner in
maintaining campaign files at district level and ensuring that campaign files are available for
Local Fund Agent (LFA); Verification of Information/indicators (VOIs); On-site Data Verification
(OSDV), and other GF related data audits
9. Assist in capacity building & contribute for development of the knowledge management
system related to the campaign M & E.
10. Assist Plan International Liberia and partners in the strategic use of data and information so as to
improve the implementation of the GF malaria program LLIN campaign.
11. Ensures that Plan International’s global policies for Safeguarding Children and Young People and
Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements
of the policy including relevant Implementation Standards and Guidelines as applicable to their area of
responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and
understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC),
their relevance to their area of work, and that concerns are reported and managed in accordance with
the appropriate procedures.
12. Perform other duties and participate in other, non-project, organizational activities and processes as
and when required to do so.

Qualification and Experience
 Education minimum bachelor degree
 Familiarity with the principles and current approaches to M&E in development projects,
including (quantitative and qualitative approaches to data collection, collation and analysis);
 At least one year of experience in handling biostatistics and /or monitoring and evaluation
projects.
 Familiarity with health sector, particularly issues related to the Malaria prevention and control
