Save The Children International is establishing a pool of pre-selected candidates for the positions of Lead Financial Management Specialist in one of the country offices within West and Central Africa.

Should we secure the project, this will turn into an official recruitment. Selected candidates will be added to the recruitment process.

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young peopleeitherfrequently (e.g. once a week or more)orintensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Lead Financial Management Specialist will provide overall leadership for the financial accounts function within the upcoming Liberia Women Empowerment Project intervention. S/he will be responsible for ensuring best-in-class financial controls and management for the upcoming program– including capacity building; implementing efficient & effective processes; improving and ensuring compliance with internal control systems. S/he will ensure that Liberia Financial requirements and procedures comply with SCI’s policies, donor requirements as well as the Government of Liberia laws and policies.

Budget Responsibilities:

KEY AREAS OF ACCOUNTABILITY:

  • Lead all financial management and reporting at the national level, including supporting the LSP Country Manager in maintaining efficient financial controls and budget development, management, and tracking, including donor reporting.
  • Review the fiscal year approved budget spending and advise relevant staff and the association on spending status and ask for feedback on all over or under spending.
  • Lead in the preparation of all financial reports and verification for accuracy of documentations.
  • Support the program team in preparation of annual and project budgets while also providing sound financial management guidance
  • Provide any technical training to staff or partners as needed and appropriate.

QUALIFICATIONS AND EXPERIENCE

Qualifications

  • Master’s degree in finance, accounting, business administration, or a closely related field.

Experience and Skills

  • Lead all financial management and reporting in at the national level, including supporting the Country Manager in maintaining efficient financial controls and budget development, management, and tracking, including donor reporting.
  • Manage payroll and ensure LSP is meeting all related legal payroll tax requirements.
  • Proactively engage in the budget development, implementation, and revision.
  • Provide regular financial analysis and prepare fiscal year expenditure pipeline on each project component after each period closing in order to give recommendation for the budget holders and to track the approved fiscal year spending.
