CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young peopleeitherfrequently (e.g. once a week or more)orintensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:
The Lead Social Safeguarding Specialist has overall responsibility for implementation of the social safeguarding activities of the upcoming Liberia Women Empowerment Project, including monitoring and ensuring program quality in line with child protection and prevention of sexual gender-based violence (SGBV) guiding principles, best practices, and minimum standards. S/he will be accountable for the field supervision, design, planning, implementing, monitoring, and evaluation of the program.

KEY AREAS OF ACCOUNTABILITY:
- Lead technical guidance and support in assessing project activities for potential adverse social impacts as well as planning and implementing impact mitigation measures
- Lead on all technical guidance and monitor the implementation of stakeholder engagement and social (ESF) plans, making sure that implementation is satisfactory and consistent with the relevant laws of Liberia and the World Bank ESF policies
- Lead social due diligence prior to commencement of works and liaise with communication teams to address pertinent national-related issues
- Lead and monitor project activities to ensure compliance with social (ESF) policies throughout the project life
- Ensure adequate social/ESF compliance related records and documentation are kept, with adequate documentation of stakeholder consultations.
- Ensure that the project’s Grievance Redress Mechanism is set up, functional, and effective
- Provide inputs to the monthly, quarterly, periodic, and annual progress/monitoring reports on operational activities related to social issues of the project
- Lead the development of Stakeholder Engagement Plan (SEP) and its implementation, in coordination with PMU and lead community engagement specialist
- Ensure the finalization and management of sexual exploitation and abuse/sexual harassment action plan for the project in coordination with relevant project staff including lead social specialist, and MGCSP.

QUALIFICATIONS AND EXPERIENCE
Qualifications
- Master’s degree in social science, public policy, development, political science, or a related field
Experience and Skills
- At least 10 years work experience in social development or social safeguards or environment and social framework (ESF) or relevant experience
- Demonstrate excellent experience in social inclusion such as gender, youth, disability, and stakeholder engagement in a community development context
- Excellent knowledge of women empowerment challenges and effective strategies in the local contexts
- Have the ability to work with vulnerable groups in rural areas/communities in Liberia
- Working knowledge of World Bank and GoL ESF/social safeguards rules and procedures is advantageous.
- Digital skills including MS Office and Internet.
