TERM OF REFERENCE

This Term of Reference is an integral part of the employment contract. The Consultant will lead simplification of SBE Act 2014 with the staff of YOCEL, and he/she is required to act respectfully and professionally following YOCEL policies and the Code of Conduct.

INTRODUCTION

Established in 2013, YOCEL is a youth empowerment social enterprise accelerator – ensuring that all youth, including young women and girls, have access to education and skills to end unemployment through gender center social entrepreneurship programming. YOCEL Advocates and promotes economic growth through capacity building, social dialogues, and collaborative partnerships on education, entrepreneurship, job creation, and workforce empowerment in Liberia and Africa.

• SCOPE OF WORK

As we move into full implementation of our new five (5) years strategic focus, there have been some significant engagements & Our new strategic direction is expressly mentioned above in the introduction. We are running projects centered around Small businesses and the support of women and youths. The consultant will work within SEAL project to have a multimedia campaign on the simplified Small Business Empowerment Act – 2014.

ESSENTIAL JOB FUNCTIONS

• Provide legal and comprehensive interpretation of the Small Business Empowerment act 2014 to the communication department for the duration period of the service;
• Review and analysis of the existing legal Small Business Empowerment Act 2014
• Provide supervision for development of content for social & multimedia
• Review content for current awareness project for social and multimedia

DUTIES AND RESPONSIBILTIES

• Develop work plan.

• recent project experience in policy interpretation.

• Knowledge of Substantive Legal Policy review and interpretation

• Develop and produce a video scripts and other contents for current projects.

REQUIRED KNOWLEDGE AND SKILLS

• First Degrees in relevant discipline (Law, Mass Communication.) and experience understanding of the work that has been propose
• Strong recent project experience in policy interpretation.
• Knowledge of Substantive Legal Policy review and interpretation
• Analytical and Logical ReasoningFamiliar with the working of YOCEL and excellent knowledge in the field and proposing component of the consultancy;
• Minimum of 5 years of relevant experience is required and proof of previous services and work done;
• Reference of Past Publication and similar works undertaken in the last 3 – 5 years.

LANGUAGE

• Excellent Written and Spoken in English

COMMUNICATIONS REQUIRED AND ATTITUDES

• Good experience in Logical Thinking Ability, & Public Speaking Skills.
• Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast paced environment with tight deadlines
• Experience of proactively identifying and addressing issues of interpersonal skills and management.
