1. Background and Context
Since 2008, Jhpiego has supported the Government of Liberia (GoL) through various health
initiatives. Currently, Jhpiego Liberia implements projects funded by USAID under the Strategic
Technical Assistance for Health (STAIP), and an award from CDC, COVID-19 Project.
Specifically, these projects work to: support the government of Liberia to build the capacity of health
workers to improve quality health services and upgrade infection prevention and control (IPC)
practices at facilities.
2. JOB SUMMARY:
Jhpiego Corporation, Liberia, seeks the services of a Legal Consultant to provide general legal support
and advice to the organization, based on Liberian Labor laws/Decent Work Act, in matters such as
contracts in respect of labor and employment, separation; taxation; and arbitration, amongst others. He/
she must be able to anticipate legal challenges and seek to prevent JHPIEGO from incurring liability and
avoidable costs. In this connection, he/ she will be required to draft legal opinions from time to time,
advising management on a range of legal issues as and when required. He/ she shall also defend the
organization against claims by third parties and represent its legal interest.
In this regard, the Consultant responsibilities shall include but not limited to the following:
3. ESSENTIAL TASKS OF THE LEGAL CONSULTANT:
➢ Advises whether all the proceedings of the organization comply with the requirements of the
legislation.
➢ Analyzes and researches the implication of laws, legislation, etc., that may affect the organization.
➢ Provides legal assistance while dealing with legal tasks such as litigations, contracts, dispute
resolution and guide the organization on taking an appropriate decision, ensuring that minimum
legal exposure and liability to the organization.
➢ Gathers evidence to formulate defense or to initiate legal actions, by such means as interviewing
clients and witnesses to ascertain the facts of a case, and be able to formulate the best possible
legal solution after analyzing the legal problem in depth
➢ Be actively involved in preparing and drafting of different acts and legal submissions and draft
the authoritative legal opinions;

➢ Advise organization concerning business transactions, claim liability, advisability of prosecuting
or defending lawsuits, or legal rights and obligations. Represents the organization in all legal
proceedings/hearings
➢ To provide advice on different legal issues and assist in recommending/drafting legal opinions,
memoranda and other briefing documents
4. REQUIRED EDUCATION:
The Legal Consultant must have completed at least a Bachelor’s Degree from an accredited College or
University in law or any other relevant field, with ten years’ experience, or a Master’s degree in law
with five years’ experience is preferred.
5. ESSENTIAL SKILLS AND ABILITIES:
Possesses excellent analytical, research and drafting skills. Strong interpersonal and communication skills
and the ability to take good decisions based on judgment are essential. He/She should be able to deal
appropriately with confidential information, be abreast with updated legal issues, in particular labor laws,
the Decent Work Act of Liberia and should be able to apply them in the given situations.
6. REQUIRED COMPETENCIES & EXPERIENCE:
➢ Must be a Senior, licensed and practicing lawyer, or a reputable firm with at least firm lawyers
with a minimum of 5 years of applied legal skills and experience from providing legal service to
international donors such as USAID, International Non-governmental Organizations (INGOs), the
United Nations Organizations, World Bank etc.;
➢ Significant leadership experience managing the work of attorneys and other professionals and/or
in the representation of large complex and highly decentralized organizational clients with
multiple stakeholder groups.
➢ Maintains a high-level of respect within the bench and bar, and has the ability to be admitted to
practice law in the Republic of Liberia.
➢ Proven success in providing legal guidance in the context of complex organizations and a deeply
held commitment to, and belief in, the value of collaborative decision-making, experience directly
managing or supporting leadership in managing controversial and high-profile issues.
➢ Demonstrated commitment and contribution to fostering and advancing equity, diversity and
inclusion, high ethical standards with a strong commitment to legal ethics exhibited in knowledge
and practice, and professional responsibility.
➢ Exceptional analytical, interpersonal, and written and oral communication skills, as well as sound
judgment and personal and professional integrity, visionary, strategic, and inclusive leader
committed to the highest standards of excellence.
