POSITION SUMMARY

The Loan Officer is responsible for the full cycle of client engagement, credit assessment, loan disbursement, and portfolio management within an assigned territory or client segment. The Loan Officer is the primary point of contact between TMI and its clients, ensuring that loans are extended to creditworthy borrowers, disbursed efficiently, and recovered on schedule. The Loan Officer plays a critical role in maintaining portfolio quality, building client relationships, and supporting TMI’s financial literacy mission.

KEY RESPONSIBILITIES

Client Recruitment & Relationship Management

  • Identify, recruit, and onboard new clients from target segments including civil servants, private sector employees, micro-businesses, cooperatives, and low-income households.
  • Build and maintain strong, trust-based relationships with clients, employer payroll offices, and community leaders to support business development and loan recovery.
  • Conduct client orientation sessions explaining TMI’s loan products, interest rates, repayment schedules, and terms and conditions clearly and transparently.
  • Promote TMI’s financial literacy programs to improve client financial management skills and repayment discipline.

Credit Assessment & Loan Processing

  • Conduct thorough client due diligence including income verification, employment confirmation, credit referencing, and household or business cash flow analysis.
  • Verify payroll documentation for civil servants and private sector employees, confirming salary amounts, deduction authorizations, and employer payroll office contacts.
  • Prepare complete and accurate loan application files with all required documentation, credit assessment worksheets, and repayment schedule calculations.
  • Make objective credit recommendations to the approving authority based on assessment of client repayment capacity, ensuring compliance with TMI’s exposure limits.

 

Loan Disbursement

  • Coordinate with the finance team to ensure timely and accurate loan disbursements to approved clients.
  • Verify client identity and disbursement details at the point of disbursement to prevent fraud and errors.
  • Ensure all disbursement documentation is accurately completed, signed, and filed in the client loan file.

Portfolio Monitoring & Recovery

  • Monitor repayment performance for all loans in the assigned portfolio daily and weekly using TMI’s loan management system.
  • Follow up proactively with clients showing early signs of repayment difficulty, using agreed escalation procedures.
  • Coordinate with employer payroll offices to verify and confirm payroll deduction timing and amounts for civil servant and private sector borrowers.
  • Implement recovery actions for delinquent accounts per TMI’s collections policy, escalating to the Risk Manager or GM where required.
  • Maintain Portfolio at Risk (PAR 30) within the target set by management for the assigned portfolio.

Documentation & Reporting

  • Maintain complete, accurate, and up-to-date client files and loan records in TMI’s loan management system.
  • Prepare and submit weekly and monthly portfolio performance reports to the supervisor, including disbursement figures, outstanding balances, collections, and delinquency data.
  • Report any suspected fraud, client misconduct, or operational irregularities to the Risk Manager or GM immediately.

Compliance & Ethics

  • Ensure all client interactions and lending activities comply with CBL Regulation No. CBL/RSD/001/2021, TMI’s credit policy, and the institution’s code of conduct.
  • Treat all clients with dignity and respect, uphold client confidentiality, and declare any personal conflicts of interest with loan applicants before processing.
  • Support internal and external audit processes by providing accurate loan files and portfolio data as requested.

QUALIFICATIONS & EXPERIENCE

 

EducationPreferred: Bachelor’s degree or HND in Finance, Accounting, Business Administration, or Economics. Candidates with relevant Diploma and strong practical microfinance or banking experience will be considered.
ExperienceMinimum 2 years of experience in loan origination, credit assessment, or client-facing roles within a microfinance institution, commercial bank, NBCO, or credit union. Prior experience with payroll-linked lending or salary advance products is a strong advantage. Experience working with civil servants, SMEs, or community-based clients in Liberia or West Africa is an advantage.
Technical SkillsCredit assessment principles; income and cash flow analysis; loan sizing; Microsoft Excel proficiency; loan management software familiarity; ability to calculate repayment schedules and outstanding balances accurately.
Personal CompetenciesStrong interpersonal and communication skills; high integrity; self-motivated; organized; detail-oriented; ability to work independently in the field and with diverse community clients.
