Project Background
The United States Agency for International Development (USAID) awarded the Liberia Local Empowerment for Accountability and Decentralization (LEAD) Activity to DAI Global LLC for a duration of five years, spanning from May 19, 2023, to May 18, 2028. The primary aim of this initiative is to enhance the capacities of targeted Ministries, Agencies, and Commissions (MACs) and local governments. This is to be achieved by formulating and administering effective tax policies, improving budget transparency, advancing decentralization, and delivering quality services at the sub-national level through three main objectives:
- Objective 1: Improving Domestic Resource Mobilization (DRM),
- Objective 2: Enhancing Budget Transparency, consisting of three sub-objectives, and
- Objective 3: Improving Local Development and Service Delivery.
Within the framework of Objective 2, LEAD will collaborate with the Ministry of Finance & Development Planning to conduct a performance assessment of the Integrated Financial Management Information System (IFMIS) implementation across selected MACs and counties. Recognizing IFMIS as a crucial component for advancing financial management, the project aims to identify areas for improvement and enhance overall financial efficiency.
OBJECTIVES
- Identify strengths, weaknesses, opportunities, and threats in the current IFMIS setup.
- Provide actionable recommendations to enhance IFMIS efficiency and effectiveness.
Scope of Work of the Assignment
- Conduct interviews with key stakeholders.
- Review existing documentation and system logs.
- Utilize surveys to gather end-user feedback.
- Perform site visits to observe real-world IFMIS usage.
- Evaluate system responsiveness, data accuracy, and user satisfaction.
- Assess the performance of IFMIS across selected MACs upon consultations with MFDP to include:
- System Functionality.
- User Experience and Training Effectiveness.
- Security and Compliance.
- Integration with Other Systems.
- Assess the performance of IFMIS across 3 counties service centers, notably Grand Bassa, Bong and Nimba to include:
- System Functionality.
- User Experience and Training Effectiveness.
- Security and Compliance.
- Integration with Other Systems.
- Assess security measures and compliance with recent regulatory standards.
- Evaluate IFMIS integration with other systems within the selected MACs and counties service centers.
DELIVERABLES
- Prepare and submit an interim progress report highlighting critical issues.
- Develop a comprehensive assessment report including strengths, weaknesses, opportunities, and threats as well as actionable recommendations for improvement.
- Present findings and recommendations to stakeholders.
Minimum Requirements
- Expertise and Experience
- A relevant degree in accounting, economics, financial management; specialization in public financial management is an added advantage
- At least five (5) years of relevant experience in financial management, preferably public financial management
- Excellent written and oral communication skills; fluency in English is required.
- Proven track record in assessing financial management systems, especially in the public sector.
- Demonstrated experience in evaluating IFMIS or similar financial systems.
- Successful completion of projects involving system functionality, user experience, security, and integration assessments.
- Expertise in financial systems and data analysis.
- Familiarity with IFMIS functionalities, including budgeting, procurement, accounting, and reporting.
- Ability to assess system responsiveness, data accuracy, user satisfaction, and security measures.
- Computer literacy in word processing, spreadsheet, data analysis, and presentation software.
