Activity Overview:
Liberia Foundational Skills Activity (LFSA) is a USAID-funded five-year project designed purposefully to increase the percentage of Liberian children accessing primary school and meeting the government of Liberia’s learning standards especially in foundational English literacy. The LFSA will improve education access and learning by increasing on-time enrolment, enhancing age-appropriate placement in classrooms, providing contextually appropriate teaching and learning materials, and improving instructional delivery and teacher wellbeing. LFSA will equip key education ecosystem actors with improved capacity, opportunity, and motivation to achieve results.
Led by Chemonics International in Liberia, LFSA is a five-year project implemented by a consortium of Liberian and international partners, including the Diversified Educators Empowerment Project (DEEP), Kid’s Educational Engagement Project (KEEP), WE- CARE, Forum for African Women Educationalists (FAWE) Liberia, Foundation for Research, Education, and Empowerment (FREE) Liberia, Mathematica, and One World Network of Schools (OWNOS). The project will be implemented in six counties: Montserrado, Bong, Margibi, Grand Bassa, Nimba, and Lofa.
Position Summary:
Chemonics International – LFSA is seeking a Procurement and Logistics Officer to support the implementation of project activities in Voinjama City, Lofa County. The officer will ensure that all procurement and logistics activities are conducted efficiently and in compliance with USAID and Chemonics regulations, enabling seamless project operations in the county.

Principal Duties and Responsibilities:
The Procurement and Logistics Officer is responsible for the following:
•Respond in a timely manner to procurement requests from program staff
•Prepare solicitations and requests for proposals/quotations to obtain bids or work directly with local vendors to obtain quotations and initiate procurements
•Negotiate and prepare subawards and purchase orders
•Ensure that procurement activities are carried out in accordance with US government regulations
•Coordinate bid evaluation and prepare summary reports for review and approval
•Monitor subawards and purchase orders issued to vendors and follow-up as necessary to ensure compliance with terms and conditions
•Contribute to the preparation of requests for approvals and/or waivers
• Maintain the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file
• Maintain the project’s inventory and tracking system for Bong
• Assist in developing and maintaining procurement-related documentation
• Provide procurement status reports and inventory summaries as requested
•Oversee logistical support for office activities, both technical and administrative, functions as needed Manages fleet, trips, and drivers.
• Maintain vehicles records such as log sheets, registration, insurance, fuel, and maintenance vouchers.
•Maintain self-drivers’ logistics records and review mileage reimbursement forms;
•Manage the day-to-day field tasks in areas relating to the administrative needs of the office and the programs transportation plan;
•Any other task assigned by the supervisor
Job Qualifications:
•Bachelor’s degree in public administration, business administration, procurement, management or similar field is preferred
•Minimum of three (3) years of experience in procurement and logistics management or relevant field required.
•Experience working with donor-funded projects preferred, in particular USAID funded programs
•Strong knowledge and understanding of USAID regulations, including U.S. government regulations for compliance and oversight preferred
•Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision on work progress, and make significant contribution to end results
•Demonstrated ability to communicate clearly and concisely both orally and in writing in English, and deliver presentations, training, and facilitate meetings effectively
•Demonstrated experience with Microsoft Office Suite in particular: Word, Excel, and Power Point
•Ability to speak and write fluently in English.
Location of Assignment:
The assignment location Voinjama City, Lofa County
Supervision:
The Procurement and Logistics Officer will report to the Lofa County Program Manager.
