Welthungerhilfe is working in 39 countries in Africa, Asia, and Latin America and campaigns publicly for fairer cooperation with developing countries. Organization profile and EU-Liberia Agriculture Programme (EULAP) LBR – 1056-17 Project background: overall objective. The EULAP-PARTNERS Project is a 5-year programme that aims to improve food and nutrition security and increase income and resilience against shocks in the rural areas of Liberia. The programme is funded by the European Union and is implemented by a consortium made up of 4 INGOs namely, Welthungerhilfe (WHH) as lead applicant, ZOA, Concern Worldwide, and SPARK in partnership with several local partners in seven (7) counties; Rivercess, Grand Kru, Grand Cape Mount, Margibi, Grand Bassa, Sinoe, and Bomi. |

The Logistics & Procurement Officer of the project is responsible for providing logistic and procurement support and overseeing the overall logistical and procurement processes in support of the objectives of the EULAP-PARTNERS Programme and Welthungerhilfe Liberia Country Office. Specifically, he/she shall; 1. Ensure updated asset management and record-keeping per WHH policy. 2. Implement and maintain sound asset management and inventory control system per WHH policy in close collaboration with the Programme Coordinator, Finance Administrator, WHH CO Logistics Department, and HoP. 3. Prepare Receipt and Inspection Reports (RIR)for all incoming equipment and supplies. 4. Carry out regular stock checks, (resupply), oversee their distribution to the target groups or project locations, and maintain a systematic record of distribution records. 5. Issue equipment and supplies and maintain up-to-date inventory records for all supplies and equipment. 6. Review the programme Asset Registry and develop a plan for verifying and re-registering assets procured by the programme per WHH policy. 7. Reconcile all assets recorded in the Assets Register against the items purchased by the programme. Coordinate this reconciliation process with the WHH CO Logistics Department, Programme Coordinator, Programme Finance Administrator, and Head of Project. 8. Manage all programme warehouses and stocks and supervise the movements of the stocks in the warehouse (inbound/outbound). 9. Work closely with the Programme Coordinator and WHH CO logistics/procurement Department to deliver a timely and cost-efficient delivery of tasks, duties, and communication that supports and advises on transport (vehicles and motorbikes) requirements. 10. Work closely with project drivers ensuring timely transport services are provided. Duties and Responsibilities: 11. Issue and receive fuel stocks and at the same time ensure that the fuel stocks management report is updated timeously. 12. Review logbooks for both vehicles and motorbikes and ensuring they are completed fully by all vehicle operators. Also filing securely all logbooks copy both hard and scanned copies (monthly records to be maintained). 13. Provide oversight on maintenance and repair/recovery of vehicles and motorbikes including maintaining a systematic record on maintenance of each vehicle and use of spare parts stocks among other related activities. 14. Ensure that office premises are maintained and necessary repairs and maintenance (e.g. electricity, water supply, etc.) are carried out on time. 15. Assisting in securing services necessary for the smooth conduct of workshops. 16. Instruction and training of project staff in matters on basic security requirements in the office and vehicles. 17. Prepare the logistics movement weekly reports and close collaboration with the Programme Coordinator and Technical (Agric and VSLA) Coordinators 18. Organize the planning of the quarterly and annual assets and expendables verifications in collaboration with the Programme Coordinator and Programme Finance Administrator. 19. Work in close collaboration with Finance and logistics/Procurement Departments in the preparation and submission of the annual Assets Inventory Report to the donor and WHH HQ. 20. Ensure that all procurements are done per the rules and regulations governing Welthungerhilfe procurements. 21. Ensure that voucher documentation is understandable, adequate, and appropriate before passing it on to Finance Department for payment. 22. Advise management on security matters, logistics, and supply chain management to ensure they are always adequate to meet the requirements of the logistics strategy. 23. Perform other duties as and when assigned by the Head of Project or Officer in Charge. |
EducationA Bachelor’s Degree in Business Administration, Supply Chain, Logistics Management, or similar discipline |
1. 5 years of professional experience in a similar position working with INGOs. 2. Substantial knowledge of standard logistics and procurement procedures and practices required. Professional Experience 3. Good level of knowledge of MS Office. 4. Ability to multitask and deal with stressful situations. 5. Experience working in the South-East of Liberia would be a plus. |
