The Position:
The Logistics and Transport Associate is responsible for developing and implementing an assets
management strategy for the 2021 National Population and Housing Census (PHC) in UNFPA
Country Office and 15 Liberia Institute of Statistics and Geo-Information Services (LISGIS) County
Statistical Offices nationally. You will analyze the 2021 PHC assets registry, providing guidance
and support to the census project on logistics and transport management of census project
services, as well as coaching and managing the pool of census project Drivers.
You will report to the International Operations Manager through the Procurement and Logistics
Analyst.
How you can make a difference:
The availability of reliable data for policy formulation and decision making has been a major
concern to the Government of Liberia. UNFPA strategic focus is to support national capacities for
data collection, analysis, dissemination and utilization. The Government of Liberia, through the
Liberia Institute of Statistics and Geo-Information Services (LISGIS) and with UNFPA support, has
planned the conduct of the 2021 National Population & Housing Census (NPHC). This will be
Liberia’s first ever digital census exercise and migration from paper-based to electronic
procedures will require a lot of logistical support for asset maintenance, management and
stocktaking, and transport facilitation of general project functions, monitoring and evaluation of
each phase of the census operations. There is a need for support to the various cascaded
activities built into the census programme. Through this recruitment, UNFPA seeks to capacitate
the Government in its endeavor for census data collection, analysis, dissemination and use.

Job Purpose:
In a global organisation, where many of our people are based in challenging environments, you
will play a vital role in ensuring the smooth running of critical services relating to facilities or
premises management, travel, mail & pouch and administrative or general services across LISGIS
HQ and its national field offices. You will build close relationships with stakeholders,
communicating regularly to support best practice in fixed assets management.
You will have strategic oversight of fixed assets management and common services activities,
with responsibility for developing and implementing the strategy as well as leading others.
You would be responsible for:
 Provide support to project to identify logistics needs, for procurement of census supplies and to
deliver supplies to final destination in a timely manner
 Provide support in forecasting needs for taking commodities and supplies in last mile including
the hard to reach terrain.
 Carry out end to end tracking of supplies movement to ensure smooth movement of supplies.
 Occasionally visits to ensure proper storage, distribution, and utilization of census supplies,
including to the field locations and partner agencies
 Assist timely transfer of title of the program supplies procurement for implementing partner.
 Assist in managing shipment tracking by providing necessary inputs in terms of data entry, ensure
adequate documentation and timely reporting
 In collaboration with UNFPA respective program personnel, mobilize census supplies from central
level to the different field locations.
 Undertake UNFPA specific field visits/assessment missions to gain a better understanding of
existing logistics infrastructure, warehousing facilities, government statistical offices and
distribution systems.
 Identify possible gaps in the logistics pipeline and provide input on how to strengthen the logistics
chain (from calculating needs to procurement to actual distribution, monitoring and reporting).
 Manage the transport pool of Census 2021
 Undertake timely servicing and maintenance of vehicles
 Maintain daily schedule of vehicle to ensure effective and efficient use of transport
 Ensure adequate documentation of vehicle management
 Act a GPS tracker focal person for all vehicles
 Ensure timely submission of various vehicle performance related report
Qualifications and Experience
Education:
A university degree in Business Administration, Finance / Accounting, or related discipline.
Knowledge and Experience:
• 5 years of experience in Logistics;
• Advanced knowledge of spreadsheets;
• Excellent organization skills, attention to detail, precision and accuracy;
• Ability to formulate business requirements into logical system specifications;
• Prior experience in working with ERP financials (preferably PeopleSoft / Oracle) is an
advantage;
• UN common system experience, especially field experience, is desirable.
Languages:
Fluency in spoken and written English is desirable.
