Background:
The purpose of the USAID Global Health Supply Chain Program-Procurement and Supply Management
(GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded
public health initiatives around the world. The project provides direct procurement and supply chain
management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria
Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health
activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement
and related systems strengthening technical assistance encompassing different elements of a
comprehensive supply chain. In Liberia, GHSC-PSM performs work and provides technical assistance
across all four task orders.
In Liberia, GHSC-PSM supports the Government of Liberia Ministry of Health via strategic
collaborations with Family Health Department, Pharmacy Division, Supply Chain Management Unit,
Central Medical Stores/National Drug Service, the National Malaria Control Program, National AIDS
and STI Control Program, Liberia Medicines and Health Product Regulatory Authority, National Public
Health Institute of Liberia and other sectors of health program. In addition, GHSC-PSM partners the
Global Fund Project Coordination Units, other Non-Governmental Organizations and implementing
organizations that supports health service delivery and public health supply chain activities in the
country. These collaborations are geared towards improving access to health services through a robust
public health supply chain system in the country and relies on strong coordination at the county and
district levels which serves a key role in the supply chain. Therefore, the project is in need of staff to
be embedded in the county seats and who provide direct support to the hospitals, clinics, and county
offices in multiple key areas such as data gathering, inventory management, coordination, among
others.
Objective:
The Logistics Management Advisor (LMA) will be responsible for county and district level health
system strengthening interventions to improve supply chain practices especially at the service delivery
points. The LMA will work closely with the county health team, county pharmacist, district health
team, supply chain focal persons and county depot officials to improve the supply chain supply chain
data used for decision making and monitor delivery of health products from the county depots to the
clinics to improve service delivery. He/she will work closely with stakeholders at the county level to
facilitate coordination and share best practices to improve public health supply chain performance at
the subnational level. He/she will also work with other teams within GHSC-PSM on strategic
information management, supply chain management and health system strengthening to improve
availability of health products at the clinics and enhance supply chain visibility.
Principal Services and Responsibilities (Essential Functions)
As Logistics Management Advisor, the Employee responsible for the following principle services and
responsibilities:
• Serve under the direction of the Senior Technical Advisor – Health Systems Strengthening to
implement project activities in the counties focused in key areas of improving supply chain
practices, inventory and data management and reporting from the clinics to the national level.
• In collaboration with the County Depots and County and District Health Teams, support program
activities related to managing of county depot inventory, warehousing best practices, utilization
of the mSupply warehouse management system and data collection through the e-LMIS system.
• In collaboration with the County Health Team, facilitate distribution of health products from
county depot to service delivery points and provide proof of delivery.
• Ensure close coordination is maintained with key stakeholders; health facilities staff, other
implementing partners, by facilitating and attending technical working group meetings at county
levels.
• Serve as GHC-PSM county representative in supporting county depots and MoH representatives
at the county and district levels on information dissemination and knowledge sharing on health
supply chain.
• Lead monitoring and supervision visits to the clinics in collaboration with appropriate county
and district health teams to build capacity on supply chain performance and improve health
product availability.
• Support the implementation of the electronic logistics management information system at the
county level and provide feedback on supply chain data management activities.
• Facilitate supply chain data management and use for decision making at the district and county
levels and provide feedback to the clinics to institutionalize supply chain best practices.
• Support review of products needs and coordinate reverse logistics within counties and across
counties to utilize available health products before expiry and return expired products for waste
management.
• Participate in relevant supply chain assessments and end user verification surveys to promote
product accountability and rational use.
• Ensure proper documentation and record keeping (electronic or manual, as defined by project
activities) is maintained and contribute to weekly, monthly, quarterly project report and success
stories
• Utilize and take care of all the project assets and equipment according to the policies.
• Perform other duties as may be assigned.
Required Skills and Qualifications
• Bachelor’s degree in health, social, and/or management sciences, supply chain, or related
disciplines.
• At least three years of combined experiences in health program coordination, health supply
chain management, health commodities distribution, capacity building etc.
• Experience in health commodities distribution planning, management and inventory
management for a donor-funded project in Liberia.
• Specific experience working with drugs distribution at health facilities and medical warehouses
in counties across Liberia is a plus.
• Experience and skills in supply chain processes, management, processing, and report writing is
essential
• Able to identify with and work within other cultures, local traditions and very good skills in
teamwork
• Ability to manage multiple tasks and meet deadlines; ability to travel long hours in the field and
work under pressure to meet targets.
• Ability to follow strict work requirements, procedures and protocols with very high level of
integrity and trustworthiness without compromises, irrespective of personalities.
• Strong computer skills in basic Microsoft suite of products are required.
• Experience with SharePoint a plus.
• Must be a Liberian citizen or able to work in Liberia without sponsorship.
Supervision: The Logistics Management Advisor, Montserrado will report to the Senior Technical
Advisor, Health Systems Strengthening

Location: Multiple counties- varied throughout Liberia
