Job Title: Logistics Manager – (1X)

Location: Monrovia, Montserrado County

Reporting To: System Director

Responsible For: Logistics Officer, Procurement Officer, IT Officer and Logistics Assistant

Contract duration: Fixed Term

Job Purpose: Provide technical leadership in the management of the Monrovia logistics function in the areas of Procurement, Warehousing, Asset management, Fleet management and Reporting ensuring they are carried out in accordance with Concern and Donor policies and procedures and the Country Strategy Goal 4 – “Greening the Organisation” Support the implementation of the Country Strategy Goal 3, “Increase the proportion of our programmes implemented with partners” by providing regular training to Concern partner organisations in line with their capacity building plans

Main duties & Responsibilities:

General Logistics Management

Ensure that logistic systems are reviewed on a regular basis to ensure their efficiency and alignment with the needs of the Country strategy, specifically Goal 4 – “Greening the Organisation” and are carried out in accordance with Concern and Donor policies and procedures; Conduct regular logistics function analysis and oversee the compilation and submission of monthly logistics reports; Responsible for logistics budget preparation and tracking; Ensure proper filing, indexing and archiving of all Logistics files; Liaise with other INGOs, LNGOs, UN Agencies in order to benefit Concern with Logistics shared information.

Procurement:

Lead Concern’s Monrovia Procurement to ensure that they effectively and efficiently support Concern’s operations; Work with Dublin to ensure that supplies ordered from outside of Liberia are processed and delivered in a timely manner and ensure cost effective customs clearance of goods; Ensure integrity of quotations, Tender processes and evaluation processes ensuring all relevant protocols are observed by the team, and comply with Concern’s and Donor policies, guidelines and procedures; Review all procurement related Payment Requests for completeness and compliance, before submission to authorizer; Put in place long term agreements for suppliers where necessary & ensure all contracts and Service level agreements are reviewed and renewed in a timely manner; Work closely with and support Program teams in the preparation and updating of Program Procurement Plans; Guide and support Procurement Committees to undertake suppliers’ appraisals to develop preferred list of suppliers. Research on suppliers and recommend

alternatives where Value for Money can be achieved; Provide necessary support and information for the finalization of the Local Procurement Manual; Ensure the Procurement Tracker is promptly and accurately updated and disseminated to users on a weekly basis

Warehousing:

Ensure all receipts and dispatches are promptly and accurately recorded and that bin cards are accurately and appropriately used and maintained; Ensure all warehousing records comply with Concern warehousing policies and procedures and are appropriately filed and maintained; Ensure stacking and physical warehouse organisation complies with best practice for each category of goods; Carry out random spot checks and periodic stock counts and report on same, promptly investigating any discrepancies; Monitor stock levels to ensure efficient use of resources and timely re-orders

Assets & IT Management:

Ensure proper management of all Concern’s Assets and Inventory through efficient and effective identification, tagging, recording and disposal systems; Ensure a clean and updated Asset Register is validated bi-annually; Ensure all required and available communication equipment are installed and working: Server, Internet network, etc and functioning properly

Capacity Building:

Ensure that a sound understanding of Logistics filters down to front line staff and partners; Support the implemention of Goal Three, “Increase the proportion of our programmes implemented with partners” by providing regular training to Concern partner organisations in line with their capacity building plans; Provide needs-based training for Concern staff on Logistics, Procurement and Warehousing tools, policies and procedures

People Management:

Manage the Monrovia Logistics team (Procurement Officer, Logistics Officer IT Officer, Logistics Assistant & Drivers) contributing to their capacity building and career development through technical support and on-the-job training and coaching, including a thorough induction at the start of their contract; Ensure that they have accurate job descriptions and that they fully understand outcomes which are expected of them, by setting SMART objectives; Monitor and review performance of these staff and hold them accountable for meeting their objectives; give corrective feedback where required and take decisive action in the case of poor performance; Ensure that they are aware of and comply with all of Concern’s policies and procedures; If any of these staff have line management responsibilities as well, ensure that they meet the requirements above for each of their team members; Ensure that work within the team(s) is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently and that gaps due to leavers or annual leave are managed.

Experience & Qualification:

Bachelor degree in relevant discipline such as Management, Business Management, Supply Chain, Procurement, Master is an added advantage Good command of Microsoft Office Professional

At least 5 years demonstrated work experience in Logistics & Procurement or equivalent

Experience in working in the humanitarian sector and in insecure complex emergency situations

Experience in personnel management

Good communication skills i.e. advisory/instruction skills, network skills, team building skills

English Oral and written skills essential

Be willing to work during extra hours; attention to details.
