Welthungerhilfe was founded in 1962 as the National Committee of the “Freedom from Hunger
Campaign” set up by the United Nations’ Food and Agricultural Organization (FAO). Today it is
one of the largest non-governmental organizations working in the area of development
cooperation and humanitarian aid in Germany. Non-profit making, non-denominational and
politically independent, the organization is run by a board of honorary members under the
patronage of the German President.
Welthungerhilfe is working in 39 countries in Africa, Asia and Latin America and campaigns
publically for fairer cooperation with developing countries. Its work is funded by private donations
from the population at large and public grants including USAID/OFDA, ECHO (FPA P-partner),
and works with funding from BMZ, German Foreign Office, DEVCO/Europe Aid, DFID, KFW
among many others.
Welthungerhilfe has been in Liberia since 2003 with a focus on Agriculture/ Sustainable Food
and Nutrition Security, Infrastructure and WASH.
EU-Liberia Agriculture Programme (EULAP) LBR – 1056-17 Project overall objective.
The PARTNERS Project is a 5-year programme that aims to improve the productivity and
sustainability of nutrition sensitive agriculture at the level of smallholder farmers. The programme
is funded by the European Union and is implemented by Welthungerhilfe (WHH) as lead
applicant and three consortium partners: ZOA, Concern Worldwide and SPARK as co-applicant
in cooperation with several local partners in seven (7) north-western and south-eastern coastal
counties of Liberia which include: Rivercess, Grand Kru, Grand Cape Mount, Margibi, Grand
Bassa, Sinoe, and Bomi.
Location: Based in Greenville, Sinoe County
Duration: 6 months with possibility of extension
Job purpose:
Implementation of the PARTNERS Project activities according to the specified deadlines and
organizational, contractual and financial directives.
The Logistics & Procurement Officer is responsible for carrying out procurement activities,
implementing technical measures and / or implementing social components within the framework
of the specified project assignment.

Main
Responsibilities:
The main focuses of areas of responsibility are based on Welthungerhilfe’s valid rules and
standards and project administrative process descriptions and progress reports.
The Logistics & Procurement Officer of the project is responsible for providing logistic and
procurement support and overseeing the overall logistical and procurement processes in support
of the objectives of the EULAP-PARTNERS Programme and Welthungerhilfe Liberia Country
Office. Specifically, he/she shall;
• Ensure proper asset management and record keeping in accordance with WHH policy.
• Implement and maintain sound asset management and inventory control system in
accordance with WHH policy in close collaboration with the Programme Coordinator,
Finance Administrator, WHH CO Logistics Department and HoP.
• Prepare Receipt and Inspection Reports (RIR)for all incoming equipment and supplies.
• Carry out regular stock checks, (resupply), oversee their distribution to the target
groups or project locations and maintain a systematic record of distribution records.
• Issue equipment and supplies and maintain up to date inventory records for all supplies
and equipment.
Job Vacancy: Logistics Officer
• Review the programme Asset Registry and develop a plan for verifying and reregistering assets procured by the programme in accordance with WHH policy.
• Reconcile all assets recorded in the Assets Register against the items purchased by
the programme. Coordinate this reconciliation process with the WHH CO Logistics
Department, Greenville OIC, Programme Finance Administrator and Head of Project.
• Manage all programme warehouses and stocks and supervise the movements of the
stocks in the warehouse (inbound/outbound).
• Work closely with the WHH CO logistics/procurement Department to deliver a timely
and cost-efficient delivery of tasks, duties and communication that supports and
advises on transport (vehicles and motorbikes) requirements.
• Work closely with project drivers ensuring timely transport services are provided.
• Issue and receive fuel stocks and at the same time ensure that the fuel stocks
management report is updated timeously.
• Review of logbooks for both vehicles and motorbikes and ensuring they are completed
fully by all vehicle operators. Also filing securely all logbooks copy both hard and
scanned copies (monthly records to be maintained).

Experience: Minimum 2-3 years of experience in a similar position and in international organizations.
Education: Bachelor’s Degree or equivalent in technical studies or Vocational training, on-the-job training,
vocational school related to Procurement & Logistics
Languages: Good command of spoken and written English
Familiar with South East Liberia
Computer skills: Good knowledge of Microsoft Office, especially: Word and Excel
Good working knowledge of modern communication systems
Personal Skills: • Creative, flexible and pro-active
