Project Objective:
The Mitchell Group, Inc. (hereinafter “TMG (The Mitchell Group)”), a corporation incorporated under the laws of the State of Washington, DC, United States of America is implementing the Partnership for Research on Vaccines and Infectious Diseases in Liberia (PREVAIL). The PREVAIL central office is located at A.M. Dogliotti College of Medicine Campus, Oldest Congo Town, Monrovia, Liberia.
Purpose of the RFQ:
The purpose of the RFQ is to invite qualified insurance companies to submit quotations for the provision of Employee Group Medical and Life Insurance.
Anticipated Award Type:
The Mitchell Group intends to award a Firm Fixed Price Deliverable Agreement. This is a five-month Fixed Price Deliverable Service Provider Agreement. For the consideration set forth below, the Service Provider shall provide the deliverables or outputs in the timeframe or schedule, and in accordance with the performance standards specified in Scope of Work (Annex A). The Service Provider shall comply with all Deliverable Service Provider Agreement (DSPA) requirements based on a fixed ceiling service fee.
Eligibility Requirements:
A contract will be made to an eligible bidder whose bid is responsive in line with the terms and conditions of the RFQ. Bidders must submit all the required documents listed below to be qualified for evaluation. Prior to evaluating quotations, TMG will determine which bidder(s) submitted all the required documents to be qualified for evaluation.
Meeting the eligibility requirements does not obligate TMG to award Contract to a particular bidder. Documents required to be submitted by bidders are as follow:

Evaluation:
Issuing this RFQ does not obligate The Mitchell Group to award contract to a vendor.
TMG may decide to issue multiple awards or procure selected items from a particular vendor.
Evaluation and award decisions will be based on the lowest price technically acceptable.
Bidders whose technical proposals adequately address the topics listed in Annex A will be invited to present their technical proposals to TMG staff. Information provided in these presentations of technical proposals will be considered part of the technical proposal and taken into consideration in the evaluation of technical proposals.
Past performance and Reference check: The bidder must submit names, email addresses, telephone numbers and contact persons at three organizations the bidder provided similar service or goods to. TMG may disqualify a bidder if a reference check demonstrates that the bidder has not been able to satisfactorily perform/deliver the goods or services.
Annex A: Technical Specification/SOW
Scope of Work for Group medical and life insurance for Two Hundred & Fifty-Nine employees and One-thousand, one hundred & Fifty-five dependents for one year.
