Project Objective:

The Mitchell Group, Inc. (hereinafter “TMG”), a corporation incorporated under the laws of the State of Washington, DC, United States of America is implementing the Partnership for Research on Vaccines and Infectious Diseases in Liberia (PREVAIL). The PREVAIL offices are located at A.M. Dogliotti College of Medicine Campus, Oldest Congo Town, Monrovia, Liberia.

Purpose of the RFQ:

The purpose of the RFQ is to invite qualified bidders to submit quotations for the provision of assorted spare parts and generators maintenance services to The Mitchell Group, PREVAIL project.

Anticipated Award Type: The Mitchell Group intends to award a Blanket Purchase Agreement (BPA) resulting from this solicitation to the responsible company (ies) whose offer the reasonable price the best value. The BPA process will establish specific pricing levels for ordering goods/service on an as-needed basis. The period of performance will be for 6 months. Goods/service will be requested from vendor based on specific needs to TMG. A Purchase order will be issued before goods are delivered.

Eligibility Requirements:

The Blanket Purchase Agreement will be made to eligible bidder whose bid is responsive in line with the terms and conditions of the RFQ. Bidders must submit all the required documents listed below to be qualified for evaluation. Prior to evaluating quotations, TMG will determine which vendor(s) submitted all the required documents to be qualified for evaluation.

Meeting the eligibility requirements does not obligate TMG to award BPA to a particular vendor. Documents required to be submitted by vendors are as follow:

1. Copy of valid business registration
2. Valid up-to-date tax clearance.
3. Confirmation that the source, origin and nationality of the goods/ services are not from a Prohibited
4. Ability to comply with required or proposed delivery or performance
5. Have a satisfactory past performance Please provide at least three references.
6. Have a satisfactory record of integrity and business
7. Must follow all government regulations.
8. Requested items must be of best quality.
9. No secondary specifications will be accepted.

Evaluation:

Issuing this RFQ does not obligate The Mitchell Group to award BPA to a vendor.

TMG may decide to issue multiple awards or procure selected items from a particular vendor.

Evaluation and award decisions will be based on the lowest price technically acceptable.

Past Performance and Reference Check:

Bidders must submit names, email addresses, telephone numbers and contact people at three organizations the bidder provided similar service or goods to. TMG may disqualify a bidder if a reference check demonstrates that the bidder has not been able to satisfactorily perform/deliver the goods or services.

Annex A: Specifications for Generator maintenance

Provide maintenance & Repairs of Generator at TMG sites in Monrovia, Liberia sites (JFK Medical Center, Duport Road Hospital, AM Dogliotti Medical School, & Redemption Hospital) and two (2) Kakata, Margibi Sites (C.H Rennie Hospital and LIBR site).

Service Provider (s) will be required to provide regular maintenance of 13 active at the below locations.

• JFK 250 kVA (2 pcs)
• LIBR 250, 275 & 350 KVA (3 pcs)
• C-H- Rennie 100 and 45 KVA (2pcs)
• AMD 250 & 100 KVA (2 Pcs)
• Duport Road 30 KVA (2 pcs)
• Redemption 65 & 60 KVA (2 pcs)

Quotation should include list of essential spare parts that are required for standard Generator maintenance.
