Supervisor: Executive Director (ED)Duty Station: Kolahun, Lofa County, Liberia

Background

Under the guidance and direct supervision of the Executive Director, the M&E Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.


The M&E Officer will be responsible for designing and implementing the M&E activities of the Health and Mental Health projects, assisting the ED, Mental Health Manager and Program Coordinator in preparing Quarterly/Annual reports on project progress. They will monitor the project activities on a regular basis, developing and maintaining the project MIS (Management and Information Systems) and will be responsible for collection & analysis of data sets in relation to the project activities.


The Monitoring and Evaluation Officer works in close collaboration with all field implementation teams, RHL partners, schools, Government officials, non-government and civil society organizations.

Duties and Responsibilities
The Monitoring and Evaluation Officer will have the following duties and responsibilities:

  • Develop and strengthen monitoring, inspection and evaluation procedures
  • Undertake planned and impromptu field monitoring visits during group sessions to verify quality of sessions, reported client numbers, and any other information required by the M&E and programs department to improve session handling, data capture, filing and reporting.
  • Provide timely and continuous support to field staff on data collection, computer tablet usage and soft-ware challenges during each phase and ensure that staff and interns have functioning data collection tools, tablets, and/or phones.
  • Monitor all project activities, data/M&E related expenditures and progress towards achieving required project outputs.
  • Recommend further improvements of the logical framework.
  • Develop monitoring and impact indicators defining success of the health and mental health projects.
  • Monitor and evaluate overall progress on achievement of results.
  • Monitor the sustainability of the project’s results.
  • Provide feedback to ED, Mental Health Manager, Mental Health team, Health Coordinator and Health team on project strategies and activities.
  • Suggest project management strategies for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
  • Report monthly, quarterly, half-yearly and annual progress on all project activities tailored to key audiences.
  • Conduct capacity assessment on existing monitoring and evaluation system
  • Develop indicators and a monitoring strategy for all projects.
  • Provide inputs, information, and statistics for quarterly, annual and other reports.
  • Participate in annual project reviews and planning workshops and assist RHL leadership in preparing relevant reports and new year planning.
  • Support monitoring and evaluation of the effects and impact of the projects.
  • Assist in coordinating across the available components of each project to ensure effective implementation of M&E/MIS.
  • Ensure proper documentation and reporting of community mobilization processes, cycle progress and filing of client information, including reviewing of group files for adherence to standards
  • Adherence to safeguarding/child protection principles (awareness, prevention & reporting).
  • Perform other duties as required or assigned.

IV. Measurable Outputs and Performance Indicators

  • Preparation of monthly MIS reports.
  • Assist the Project Manager in preparing other relevant reports.
  • Organize and conduct training on M&E/MIS for project and government staff
  • Assist organization’s leadership in the preparation of reports on the findings and lessons learned from project innovations.
  • Provide input and update information related to project outcomes.
  • Assist staff in preparing monthly and quarterly reports on project progress based on MIS reports on project activities.
  • Prepare Issues Log and Risk Log for the projects.
  • Develop M&E system for all projects and for the counterpart/stakeholders.
  • Prepare and maintain data base to follow international health data security rules.

Required Skills and Experience
Education:


University Degree preferably in Data Science, Quantitative/Qualitative Research, Statistics, Monitoring and Evaluation, Business Administration, Economics, Population Studies, or related field. Additional education in mental health, social work, psychology, and/or social sciences a plus.

Experience:

  • At least 5 years of experience in the design and implementation of small/medium M&E/MIS in development projects implemented by national NGOs or CBOs.
  • Experience in designing tools and strategies for data collection, analysis, and production of reports.
  • Proven ICT skills, especially in the development of MIS software using database software.
  • Expertise in cleaning data, recognizing incorrect data patterns, and analyzing data using statistical software.
  • Strong training & facilitation skills.

Language Requirements:

  • Fluency in written and spoken English.
