Position Description

The Global Health Divisionis seeking aMalaria Advisorfor the anticipated USAID-funded Liberia Local Health Systems Solution (LHESS) Activity. The purpose of the USAID Liberia Local Health Systems Solution (LHESS) Activity is to support the Liberian Ministry of Health (MoH) in strengthening critical components of the health system to improve access and affordability to services, to increase and improve patient outcomes at all levels. The anticipated program will be based inMonrovia, Liberiaandprovide support to all 15 counties of Liberia.TheMalaria Advisor will provide primary support to the Chief of Party (COP) in supervising and assuring the quality of technical activities related to malaria, including management and oversight of technical staff. With the COP, the Malaria Advisor will be responsible for ensuring that all malaria-related technical assistance provided under the project is strategic, high quality, and supports the achievement of activity objectives.

Position is contingent upon award and funding.

Responsibilities

  • In close collaboration with the COP, provide overall technical leadership and quality assurance for technical assistance and activities necessary to achieve objectives, outputs, services, and products expected by the donor.
  • With the COP and in partnership with MOH, supervise the implementation of integrated delivery and scale up of proven malaria interventions that have been supported and implemented through the President’s Malaria Initiative (PMI) and other required activities to ensure that performance schedules are observed and outputs are completed according to schedule.
  • Provides technical support to ensure objectives of PMI Liberia are successful, namely the goal of scaling-up geographic coverage to strengthen malaria services delivered by improving data collection, management, and dissemination for the national malaria control program.
  • Oversee activities that work to implement three key proven and highly effective malaria prevention and treatment measures: insecticide-treated mosquito nets (ITNs); accurate diagnosis and prompt treatment with artemisinin-based combination therapies (ACTs); and intermittent preventive treatment of pregnant women (IPTp)
  • Provide technical oversight of all malaria prevention work undertaken by subcontractors and grantees.
  • Represent RTI in national level technical working groups, committees, and other meetings related to malaria, etc.
  • Support COP and project staff with the production of technical project materials, including the development of policy briefs, technical reports and training materials ensuring high quality, accuracy, and relevance for programmers and policy makers.
  • Directly supervise technical team members and help facilitate and coordinate their liaison work with senior counterparts and stakeholders at national and subnational levels.

Qualifications

  • Bachelor’s Degree and 12 years of experience, Master’s degree and 10 years of experience, PhD or medical degree and 6 years of experience with additional relevant training in one or more of the following areas: public health, biological sciences, malariology, or parasitology.
  • Strong background in malaria case management, integrated community case management, and malaria in pregnancy.
  • Demonstrated success leading technical teams for USAID and/or other development partner-funded health projects. Minimum of 6 years’ experience working in the field of malaria prevention and control in Liberia preferred.
  • Demonstrated senior-level expertise in malaria prevention and control preferred including experience with implementation and scale up of ITNs, ACTs, IPTp.
  • Experience supporting collaborating learning and adapting and other monitoring, evaluation, and learning activities to improve technical project performance.
  • Demonstrated capacity to build and maintain productive working relationships with a wide network of local partners and stakeholders. Experience with capacity building of local partners considered desirable.
  • Strong experience with Microsoft Office applications.
  • Excellent English language ability and strong interpersonal, written, and oral presentation communications skills.
  • Work experience in Liberia is preferred.
