In 2022, the Mastercard Foundation in partnership with BRAC International (BI) will be
announcing an initiative that will create positive and measurable impact for 1.2 million
adolescent girls and young women and 9.5 million people across seven countries in East and
West Africa, including Ghana, Kenya, Liberia, Rwanda, Sierra Leone, Tanzania, and Uganda.
There is mounting urgency to support adolescent girls and young women (AGYW) living in
poverty, which has been further amplified by the global pandemic. Through this partnership,
scalable economic development approaches will be delivered in communities to foster the
agency and voice of AGYW. They will have the opportunity to fulfill their aspirations, achieve
sustainable livelihoods, and engage in advocacy issues.
BRAC International will implement an integrated and holistic model to address the various life
cycles of a young woman living in poverty, ensuring she is able to transition safely from
adolescence to adulthood. She will be equipped with the appropriate skills, tools, and access to
finance to effectively exercise her agency and build a fulfilling and productive livelihood. In
preparation for the launch of the programme, BRAC International is seeking applications from

Job Title : Administration & Procurement Manager

Safeguarding Job Responsibilities
a. Ensure the safety of team members from any harm, abuse, neglect, harassment and
exploitation to achieve BRAC’s goals on safeguarding.
b. Act as a resource of support and expertise on safeguarding for establishing a safe working
environment.
c. Practice, promote, and endorse the issues of safeguarding policy among team members
and ensure the implementation of safeguarding standards in every course of action.
d. Follow the safeguarding reporting procedure in case any reportable incident takes place,
encourage other to do so.
Job Summary
The Administration & Procurement Manager supports the Operations Team in undertaking all
administration procurement requirements of the Country Office. This includes sourcing,
completing Basis for Vendor Selection (BVS), raising of Purchase Orders (POs)/contracts,
negotiating, purchasing and liaising with all vendors/suppliers and ensure implementation of
Procurement processes and procedures according to BRAC-Liberia Procurement Manual.
Key Duties:
Procurement
 Prepares a procurement plan for goods and services, to ensure adequate stocks at
all times Purchases goods and services using BRAC policy and internationally
accepted procedures in a timely, efficient and cost-effective manner,
 Oversees the management of supplies and stationery and maintain updated
inventory cards.
 Maintains a healthy, reliable and positive relationship with suppliers;
 Continually look for areas to reduce costs without sacrificing quality
 Keeps track of new suppliers that might provide the same product for a lower cost
 Ensures updated process documentation files of all procurements, for easy retrieval
and audit purposes.
 Engages in manuals/policy review;
Fleet and Logistics Management
 Supervises the vehicle fleet and Drivers for cost effective delivery of program
 Provides logistics support for field activities while ensuring timely and cost-effective
delivery of BRAC products to all areas;
 Provides technical assistance to all projects and operations and assist in the design,
development and implementation of a Logistics Management Information System;
 Monitors fuel usage and vehicle maintenance costs of vehicles in the fleet;
 Ensures efficient, timely vehicle maintenance and repairs;
 Arranges transportation, schedule Drivers, and orchestrate deliveries to meet
Program demand with little to no delay
 Prepares monthly status reports of the fleet.
 Manages the country office and farms generators
Security
 Serves as security focal person
 Drafts security protocol during crisis and supervises the external security service
provider
 Provides quarterly security assessment of the country office to Home Office
 Provides weekly security updates to Home Office
Administration of Country Office
 Coordinates arrangement of workshops, conferences, meetings
 Takes care of Flight bookings and travel arrangements
 Participates in relevant policy review
 Responsible for services and maintenance contracts
 Serves as security focal person
 Conducts bi annual report of BRAC Country Office
 Provides weekly security updates to Head Office
 Supervises about 20 staff (administrative and logistics staff, drivers, service staff)
 Supervises the clearing of shipment from both the sea port and air port
 Performs any other duties assigned by the Supervisor in the interest of the program.

Required Skills / Capacity:
 Good computer Skills preferably MS excel and MS word
 Strong Communication skills both oral and written.
 Ability to work under pressure and meet deadlines.
 Knowledge of internationally accepted Procurement processes
 Demostrated Integrity
 Outstanding teamwork spirit and patience
 Problem solving and mathematical skills; good decision making ability
 Organizational and management skills
Experience & Experience Requirements:
● MSc/MA in Procurement, Administration,Fleet Management,Program/Project
Management, Logistics or equavalent degree from any recognized institution; Certificate
in Procurement or Logistics is a plus
● At least 4 years of experience in Administration and Procurement.
