Job Title: Market Systems Development Technical Advisor (MSDTA) (x1)

Location: Based in Buchanan, Grand Bassa County (Additional travels outside of Grand Bassa may be required).

Reporting To: Programme Manager-Integrated Programme – LIFE

Responsible For: The role focuses on strengthening smallholder agricultural production, enhancing access to finance and markets, promoting gender equality

and social inclusion, and building community capacity for innovation and entrepreneurship. By linking farmers, private sector actors, and

local institutions, LIFE seeks to create sustainable, market-driven food systems that enable poor households—especially women and

youth—to increase their incomes and nutritional well-being.

Contract duration: Fixed term

Job Purpose: The Market Systems Development Technical Adviser (MSDTA) is a technical position within the LIFE Programme team and will be

responsible for leading the programme’s transition towards a systems-based approach to livelihoods and food security programming.

The MSDTA will ensure that market systems development (MSD) and private sector engagement are integrated across all outcomes to

enable smallholder farmers, women, and youth to participate equitably and sustainably in local and regional markets.

This role contributes to Concern’s adaptive management priorities by:

  • Promoting system-level change and private sector collaboration beyond direct project delivery.
  • Supporting country teams and partners to apply MSD and value chain facilitation approaches.
  • Advancing evidence-based learning, innovation, and influence in Liberia’s food systems.

Core Responsibilities:

Technical leadership:

  • Provide technical leadership and support for the delivery of LIFE’s Outcome to Improve Market Systems for Diverse and Nutritious Crops.
  • Guide market systems analyses to identify leverage points, business opportunities, and constraints.
  • Facilitate inclusive market linkages between farmers, cooperatives, traders, and other private sector actors.
  • Lead the development and adaptation of business training, financial literacy training, and “Farming as a Business” modules in collaboration with the Concern

Head Office Technical Adviser.

  • Encourage climate-smart, gender-sensitive, and youth-inclusive approaches across interventions.Private Sector Engagement:
  • Work closely with the Partnership Advisor to identify potential private actors such as finance services providers, agri-input suppliers, and other market actors

to expand access to finance and services.

  • Support implementation of digital savings and lending systems with selected telecommunication companies and other mobile technology.
  • Advocate for enabling policies via multi-stakeholder platforms.
  • Support the identification of strategic partnerships and co-investment opportunities with social enterprises and agribusinesses.

Technical Support, Capacity Building, and Quality Assurance:

  • Provide ongoing technical accompaniment to Concern staff and partners (CHAP and LACD).
  • Develop practical MSD tools, guidelines, and adaptive learning frameworks.
  • Ensure the integration of gender, protection, and climate resilience into all livelihoods and market interventions.
  • Mentor staff and partners in systems thinking, facilitation skills, and adaptive management.

Monitoring, Evaluation, and Learning:

  • Collaborate with the LIFE Programme Manager and MEAL Manager to refine market systems indicators and collect outcome data.
  • Lead periodic reflection, outcome harvesting, and learning events to inform adaptive decision-making.
  • Document and disseminate learning products, case studies, and market system success stories.

Coordination, Representation, and Policy Engagement:

  • Represent Concern Liberia in national platforms, donor working groups, and technical fora on market systems and agri-business development.
  • Support evidence-based advocacy with the Ministry of Agriculture and other government institutions for inclusive, climate-resilient food systems.
  • Build and maintain relationships with private sector associations, financial institutions, and research partners.

Accountability

  • In line with Concern’s commitments under the Core Humanitarian Standard (CHS), actively promote meaningful community participation and consultation at

all stages of the project cycle (planning, implementation, M&E)

  • Work with relevant colleagues to ensure that the Feedback Complaints and Response Mechanism (FCRM) is functional and accessible, that feedback and

complaints are welcomed and addressed.

  • Work with relevant colleagues to ensure that information about FCRM, safeguarding and expected staff behaviour is disseminated among programme

participants and communities.

Other Duties:

  • Participate in country-level strategic planning initiatives and other duties as assigned by management
  • Adhere fully to the commitments and rules of Concern’s Code of Conduct and associated policies including the respect of confidentiality.• Report to the appropriate manager all violations of the Code of Conduct and associated policies.
  • To promote a positive organisational culture and staff wellbeing through best HR practices.
  • Responsible for upholding and promoting Concern’s values, demonstrating leadership on workplace equality, diversity and inclusion, and role modelling a

positive safeguarding ethos.

  • Actively participate in any emergency response as and when required.
  • Contribute to the development and implementation of the Green Concern Liberia strategy

Role Holder Requirements:

  • Minimum 5 years’ experience in Market Systems Development, Agricultural Value Chain, Social Entrepreneurship or Private Sector Development, with at

least one year in a technical advisory role in an INGO.

  • Degree in Agricultural Economics, Development Studies, Business Administration, or related discipline.
  • Proven application of MSD/M4P principles and partnership facilitation.
  • Experience working for or directly with Private Sector actors
  • Strong understanding of markets and food systems, rural finance, and climate-smart agriculture.
  • Experience building the capacity of teams and local partners in MSD or value chain programming.
  • Commitment to principles of Equal opportunities (gender, race & disability, etc.) and an understanding of mainstreaming gender and equity within

programming.

  • Strong presentation, communications and interpersonal skills.
  • Commitment to safeguarding, accountability, and locally led approaches.
  • Willingness to travel frequently to rural programme sites.
  • Fluency in written and spoken English.

Desirable:

  • Experience with donor-funded programmes (Irish Aid, USAID, EU).
  • Experience with adaptive management and digital innovation.
  • Familiarity with Liberia’s agricultural markets or West African contexts.
