We are currently seeking qualified candidates for the position of M&E Officer, Strategic Information for the Meeting Targets and Maintaining Epidemic Control (EpiC) project in Liberia.

EpiC is an eight-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). In Liberia, the project provides technical assistance and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming, and viral load suppression among key and vulnerable populations.

JOB SUMMARY:

The M&E Officer, SI will be reporting to the Technical Advisor – Strategic information for all strategic information-related activities, including performance monitoring, data collection, reporting, analysis, visualization, and presentation. S/he will support the efforts to strengthen monitoring and evaluation systems, and performance monitoring within a targeted geographic area, which may include building the capacity of community organizations to monitor, document, and analyze the performance of their HIV services and activities and ensure data quality. S/he will liaise with relevant technical advisors and counterparts responsible for district and county-level strategic information and monitoring and evaluation and support coordination with the national HMIS. This position is critical for quality programming and the generation of evidence-based approaches to support at-risk adult men and women, key and vulnerable populations (KVP), and priority populationsto be reached and linked to a variety of services along the HIV prevention, care, and treatment support cascade. Furthermore, the M&E Officer will maintain existing systems to monitor EpiC project prevention services and commodities, linkage to HIV and STI testing and counseling, referrals for wrap-around services referrals, and peer outreach and navigation activities for improved linkages, retention, and adherence to ART.

JOB DESCRIPTION

  • Provide technical assistance to assess, strengthen, and implement M&E systems and tools, to achieve programmatic goals in the supported health facilities and Civil Society Organizations (CSOs).
  • Ensure that appropriate M&E mechanisms are incorporated into work plans and reports. Provide technical guidance for the implementation of the M&E plan, through training and other on-site support.
  • Conduct capacity-building activities for health facilities service providers and data clerks, to civil society, faith-based, and community-based organizations project staff and peer coordinators and navigators to support quality and timely documentation of services offered, data collection, reporting, analysis, presentation, and utilization for improved programming.
  • Conduct data quality assessments and ensure actions to identify gaps are implemented. Ensure health facilities and partners conduct routine data quality checks and reviews and monthly data verification to maintain data quality.
  • Monitor program performance based on the performance monitoring and evaluation plan, annual work plans, and the environmental mitigation and monitoring plan. Ensure recording and reporting tools of the health facilities and partners are reviewed and revised to capture and accommodate the EpiC project’s dynamic needs
  • Work closely with EpiC partners to conduct mapping and size estimation exercises to inform planning and provide technical assistance to the government.
  • Inform the program team and partners on the use of PEPFAR and custom indicators to monitor program performance and support evidence-based programming.
  • Ensure program achievements are reported in the reporting web-based portal within the timeline.
  • Support the Technical Advisor – Strategic Information in the development of reports for EpiC HQ, USAID, the Liberian government, and other stakeholders as needed.
  • Coordinate, support, and conduct data collection and reporting exercises for weekly, monthly, quarterly, semi-annual, and annual reporting.
  • Coordinate and contribute to the development of CSOs’ weekly and monthly reports that outline performance in the respective partner delivery areas.
  • Participate in progress review meetings and support partners to use data for programmatic decision-making.
  • Contributes to the achievement of high-quality results in accordance with the targets identified in the work plan and Performance Monitoring and Evaluation Plan.
  • Contributes to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.
  • Any other duties as assigned by the supervisor.

JOB DESCRIPTION

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in epidemiology, statistics, demography, public health, or social science, or a combination of university degrees with strong quantitative training, professional training, and experience.
  • At least five years’ experience in the development, design, and implementation of monitoring and evaluation systems in developing countries relevant to HIV & AIDS programs, with experience in providing strategic direction and developing functional M&E frameworks based on consolidated analytical inputs.
  • Demonstrated ability to perform robust data extraction from internal and external information systems.
  • Demonstrated knowledge and experience in the use of the DHIS2 system and other tools for individual-level data collection, reporting, analysis, and use.
  • Demonstrated ability to perform complex data analyses using Microsoft Excel, STATA, Epi Info, and/or other statistical software, and make recommendations based on the findings. Demonstrated ability to portray complex data sets in easy-to-understand formats including visualizations and using DHIS2
  • Demonstrated working knowledge of Liberia’s health and social service information systems and monitoring and evaluation processes as they relate to data collection and reporting for performance-based programming.
  • Previous experience building capacity for the generation and use of strategic information by community-based organizations and civil society groups.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Liberia.
  • Ability to meet deadlines with strong attention to consistency, detail, and quality. Ability to travel within the country or region and internationally as needed.
